About this opportunity

The City of Philadelphia is soliciting quotes for four SureGuard Safety Restraint Chairs under a micro purchase, with quotes due October 19, 2026. Award will be made to the lowest responsive and responsible bidder, with the city reserving the right to award as a whole or by line item. Vendors must quote all items to be eligible for award and may not deliver until notified by the department. Submission of a signed Consent and Authorization Agreement through PHLContracts is mandatory prior to bid closing.

The chairs are new, unused equipment for the Pennsylvania Department of Prisons' institutional use. Each chair must accommodate detainees weighing 45 to 475 pounds, measure 45-1/2 inches long by 28-1/2 inches wide by 42 inches high to pass through 30-inch doorways, and feature a one-piece box-steel welded frame weighing approximately 80 pounds, four heavy-duty wheels with minimum 8-inch diameter, and a comprehensive two-inch-wide nylon strap restraint system for wrists and ankles plus 18-inch hook-and-loop soft restraint straps at the elbows. All equipment must be delivered complete, ready for immediate use, free from defects, and accompanied by operating instructions, safety documentation, and manufacturer warranties. The vendor assumes all transportation, shipping, handling, and delivery costs to the department's designated receiving location during standard receiving hours unless written approval is obtained otherwise. Damaged equipment must be repaired or replaced by the vendor at no cost to the department.

The maximum contract value for micro purchases is $45,000, adjusted annually by the CPI-U percentage increase from January 1, 2020, rounded to the nearest $1,000. Contract term is fixed at 365 days from the effective date upon issuance of a purchase order. Quotes must be net and exclusive of taxes. All prices are firm. Sellers must maintain workers' compensation insurance at statutory limits, general liability insurance with a minimum of $500,000 per occurrence, and automobile liability insurance at $300,000 per occurrence. The City of Philadelphia collects optional voluntary demographic data on LGBTQ business ownership via the LGBTQ Applicant Opportunity Data form but reserves award discretion to the lowest responsive and responsible bidder.
