About this file
This specification sheet outlines equipment requirements for the Pennsylvania Department of Prisons in connection with a micro or small order purchase to be awarded to the lowest responsive and responsible bidder. The procurement involves four SureGuard Safety Restraint Chairs, which must be new, unused equipment in current manufacturer production. The chairs are designed for institutional correctional facility use and must meet specific dimensional and weight capacity standards, including an overall length of 45-1/2 inches, width of 28-1/2 inches, and height of 42 inches, allowing passage through standard 30-inch doorways. Each chair must accommodate detainees weighing 45 to 475 pounds and feature a one-piece box-steel welded frame weighing approximately 80 pounds, four heavy-duty wheels with a minimum 8-inch diameter, and a comprehensive restraint system consisting of two-inch-wide nylon straps for wrists and ankles plus 18-inch hook-and-loop soft restraint straps at the elbows. The specification sheet does not indicate response deadlines, due dates, site visits, bidders' conferences, or award dates.
The vendor is responsible for all transportation, shipping, handling, and delivery costs to the Department of Prisons' designated receiving location during the department's standard receiving hours unless otherwise approved in writing. All equipment must be delivered complete, ready for immediate use, free from defects in materials and workmanship, and accompanied by all required components, accessories, hardware, operating instructions, safety documentation, and manufacturer warranties. Any equipment damaged during shipment or delivery must be repaired or replaced by the vendor at no additional cost to the department. The specification sheet does not include pricing information, set-asides, incumbent vendor details, funding sources, or budget amounts.
