The scope includes quality improvement and data-analysis services supporting the state's expanded breastfeeding-support infrastructure — four state peer counselors and contracted peer counselors distributed through partnerships with hospitals, clinics, and community agencies statewide. The program has evolved since 2012 to include texting and other expanded access modalities for WIC-eligible families.
No additional procurement timeline, estimated contract value, contract term, evaluation criteria, or set-aside or preference program is specified in the source.

The Delaware WIC program seeks to evolve and continuously improve its understanding and approaches to breastfeeding support. Since 2012, there have been numerous changes to adjust to and support participants, such as increasing texting. The State of Delaware Department of Health and Social Services, Division of Public Health, seeks a vendor to provide quality improvement (QI), data analysis, and reporting services related to breastfeeding outcomes for the Delaware Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) Breastfeeding Peer Counselor Services.
