About this opportunity
Pinellas County School District is soliciting sealed electronic bids for the supply and installation of window treatments, specifically PVC vertical blinds, one-inch aluminum mini blinds, and roller window shades for various school facilities countywide. The bid (Bid #25-HO-073) requires contractors to provide comprehensive pricing for window treatments across different sizes, including installation, removal, and emergency repair services. Bidders must have a minimum of five years of industry experience, be located within 25 miles of Walter Pownall Service Center, and comply with background screening requirements. A mandatory pre-bid conference is scheduled for October 21, 2025, at 9:00 am, with electronic bids due by 4:00 pm on November 5, 2025, through the District e-Procurement Portal. Evaluation criteria will include unit pricing, contractor experience, and overall responsiveness to the bid specifications. The contract period will run from December 16, 2025, to December 16, 2026, with options for two additional one-year renewals, and the district reserves the right to award to a maximum of two lowest responsive and responsible bidders.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Contractors must provide comprehensive documentation including E-Verify compliance, insurance certificates, and evidence of business legal entity and experience. Insurance requirements are stringent, mandating coverage that varies based on contract value, with projects under $500,000 requiring $1,000,000 per occurrence and $2,000,000 general aggregate, while larger projects need $1,000,000 per occurrence and $5,000,000 general aggregate. The estimated contract value is approximately $700,000 per year, with insurance companies required to have a Best's Financial Strength Rating of "A-V" or better. Bidders must list the Pinellas County School Board as an "Additional Insured" and "Certificate Holder" on all insurance policies, and must be prepared to provide a protest bond between $500 and $5,000 if challenging the bid decision through the district's formal protest procedure.
