About this opportunity
The City of Thousand Oaks Finance Department is soliciting bids for a two-year contract for the supply and delivery of chemicals to the Hill Canyon Treatment Plant (HCTP) through Invitation for Bid (IFB) #2024/2025-15. The procurement seeks a reliable supplier for five specific chemicals: Ammonium Sulfate, Ferric Chloride, Glycerin, Sodium Bisulfite, and Sodium Hypochlorite, with estimated annual consumption ranging from 60,000 to 325,000 gallons per chemical. Bidders must register on the city's procurement portal (https://procurement.opengov.com/portal/toaks) using NIGP commodity codes 19000, 82032, and 88500 prior to downloading solicitation documents. Sealed bids will be received electronically no later than April 9, 2025, at 4:00 pm local time, with a virtual bid opening scheduled for the same date and time. Suppliers must meet stringent delivery requirements, including 48-hour notification, deliveries between 7:00 a.m. and 7:00 p.m., and adherence to specific chemical composition and quality specifications. Evaluation criteria include pricing, chemical quality, delivery capabilities, and company references, with the City reserving the right to award the contract to a single bidder or multiple bidders by line item.
The solicitation does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. Bidders must provide comprehensive insurance coverage, including Commercial General Liability, Automobile Liability, Worker's Compensation, and Pollution Liability, with specific minimum coverage amounts. The contract is structured with no guaranteed minimum purchase quantity, and prices must remain firm and fixed for the contract duration, which expires on June 30, 2027. Suppliers will be compensated on a per-order basis according to a Schedule of Fees, with a 7.25% sales tax to be applied. While specific budget ranges are not detailed, the estimated annual chemical consumption suggests a potentially significant contract value. The City will require successful bidders to complete a comprehensive questionnaire, provide references, and submit various forms including a non-collusion affidavit. The procurement allows for potential contract termination if product specifications are not met or if foreign bodies are discovered in delivered chemicals.
