About this opportunity
The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are seeking qualified organizations to administer the Supplemental Guide Sign Program (SGSP) through a competitive Request for Proposal (RFP) process. The comprehensive procurement covers administration of multiple sign programs, including Tourist Oriented Directional Signing (TODS), Specific Service Signing (Logos), Traffic Generator Signing, and additional programs for colleges, state/federal agencies, welcome centers, and correctional facilities. Key deliverables include full program management responsibilities such as sign fabrication, installation, maintenance, repair, location, relocation, and overall program administration. Prospective vendors must provide detailed pricing structures, with a mandatory minimum guaranteed annual payment of $4,400,000 or 60% of program revenues. Two pre-proposal conferences were scheduled for September 16 and October 14, 2020, with the October 14 conference being mandatory for proposal submission. The contract period runs from execution through June 30, 2024, with two potential one-year renewal options, and proposals were due by December 15, 2020 at 2:00 PM Central Time. Evaluation criteria include experience (40 points), marketing (25 points), reporting (15 points), program revenue/cost (15 points), and implementation (5 points).
The RFP encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with a target of 10% MBE and 5% WBE involvement. Prospective contractors must establish a physical office in Missouri, preferably in Jefferson City, with full-time staff available during normal business hours. The RFP requires a substantial proposal guaranty of $415,000 (5% of contract value) and a performance bond of $8.3 million. Comprehensive insurance requirements include $3 million in general and automobile liability coverage, as well as workers' compensation insurance. While no incumbent vendor is specifically identified, the program involves managing existing roadside signage infrastructure across Missouri. The total contract value appears to be approximately $8.3 million, with potential annual revenues significantly exceeding the $4.4 million minimum guaranteed payment. Submissions were accepted electronically, by mail, UPS, or FedEx, with strict prohibitions on email or walk-in proposals due to COVID-19 recommendations.
