About this opportunity

The State of Maine Department of Health and Human Services, Office of Child and Family Services, is soliciting applications for supervised visitation services across eight geographic districts under RFA 202608134, with applications due October 30, 2026 by 4:00 p.m., and a mandatory informational meeting scheduled for October 6, 2026 at 2:00 p.m. via Zoom.

The scope covers facilitated visitation between children in state custody and their parents, with emphasis on child safety, positive parenting techniques, and family reunification. Providers must deliver trauma-informed and culturally responsive services; support specialized populations including infants and children with disabilities; complete quarterly performance reporting on four measures (scheduling referrals within three business days offering three available times, 100 percent safety intervention compliance, 100 percent service authorization compliance, and 70 percent of in-home visitation for department-requested referrals); and comply with CWIS system requirements, background check standards, and staff training specifications. Direct service hours are billed in quarter-hour increments including face-to-face contact, case conferences, court time, documentation, and service coordination. No-show visits cancelled by parties other than the provider within 24 hours may be billed for one hour plus additional time based on scheduled length.

Reimbursement is an all-inclusive hourly rate: $80.00 per unit (one hour = one unit) in Districts 1 and 2 (York, Cumberland, and Sagadahoc counties) and $70.00 per unit in Districts 3 through 8. The estimated monthly demand across all districts is approximately 6,180 hours. The Department anticipates multiple awards per district. Contract term runs January 1, 2027, through December 31, 2028, with pricing firm for 180 days from bid opening. The Department will not reimburse start-up costs.

Applicants must score a minimum 75 points on a 100-point scale. Evaluation weights: Organization Qualifications and Experience (30 points), Activities and Requirements (45 points), and Cost Structure Reimbursement Acknowledgement (25 points). Small agencies (five or fewer staff conducting visits) are exempt from facility and transportation requirements if infeasible. All awarded providers must obtain general liability, professional liability, and relevant liability insurance with ACORD certificate evidencing. Questions are due October 9, 2026 by 4:00 p.m. The Department anticipates quarterly republication beginning April 2027 to accommodate additional vendors.
