About this opportunity

The Michigan Department of Technology, Management & Budget (DTMB) is soliciting printing bids for 610 Summit pocket folders, with responses due November 4, 2026. Only vendors holding State of Michigan Print & Mail Management (PMM) pre-qualification may bid, a process that takes approximately one week, and vendors must also hold State vendor registration and EFT payment capability. Bidders must submit a Subcontractor Disclosure Form listing each anticipated subcontractor and the percentage of total bid work performed by subcontractors collectively and by Geographically Disadvantaged Business Enterprise (GDBE) subcontractors, a designation established under Michigan Executive Directive 2019-08.

The scope covers 610 two-pocket folders, finished at 9 by 12 inches with standard 4-inch pockets and no business card slits. Folders are printed four-color on one side with bleeds on 14-point coated one side (C1S) cover stock, with folding and gluing bindery work and cartons not exceeding 40 pounds. Vendors must submit electronic PDF files for approval, provide a PDF proof before production, and include a detailed quote letter with the bid, and omitting the quote letter results in disqualification. DTMB awards on best price and value, so the lowest bidder may not receive the award if concerns exist regarding past quality or ability to meet specifications.

Delivery is F.O.B. destination, freight prepaid, to the state dock at 7461 Crowner Drive, Lansing, Michigan, during dock hours of 8:00 a.m. to 3:30 p.m., Monday through Friday. Late bids are not accepted, no underruns are permitted, and overruns are at vendor expense. Final materials must be delivered in source software format with all revisions, fonts, and images, plus PDF. Invoices are paid by EFT within 45 calendar days of the later of invoice receipt or final acceptance. The posting lists Kent County as jurisdiction, and the attached 2023 pocket folder is reference collateral for the 26th Annual Michigan Traffic Safety Summit.
