About this opportunity
The County of Orange, Registrar of Voters - OC Printing & Graphics is seeking competitive bids for wide-format substrate materials through a fully electronic solicitation. The procurement opportunity (IFB # 031-2948401-JM) targets vendors who can supply various substrate types including Gator Foam, corrugated plastic, PVC sheets, and foam board for signage, displays, and visual communication purposes. Bidders must submit electronic proposals through the County's online bidding system by December 4, 2025, at 2:00 PM PST, with all questions and requests for interpretations due by November 21, 2025, at 2:00 PM. Evaluation criteria will focus on responsiveness, lowest price, and the ability to meet specified material standards and delivery requirements. The contract will be valid for 365 days following the closing date, with pricing structured in case and pallet quantities for standard sizes of 48"x96" and specified thicknesses.
The solicitation offers potential price preferences for Local Small Businesses (OCLSB) and Disabled Veteran Business Enterprises (DVBE), with bid price reductions of 5% that can increase to 8% for businesses certified in both categories. Bidders must provide comprehensive company information, including references, compliance certifications, active licenses, and business registrations. Electronic Fund Transfer (EFT) will serve as the primary payment method, and vendors must possess a valid D-U-N-S number and Unique Entity Identifier (UEI) number. The procurement includes supplementary documents such as a Labor and Material Payment Bond and a Performance Bond, which provide financial protections for the County and ensure contractor compliance. While specific award values are not explicitly stated, the solicitation suggests the potential for multiple contract awards to different vendors, indicating a flexible procurement approach that can accommodate various substrate providers.
