About this opportunity
Orlando Utilities Commission is requesting proposals for substation vegetation management and weed spraying services under RFP26 PR9266, with a proposal deadline of June 18, 2026 at 2:00 p.m. EST — a deadline that has passed. A Notice of Intent to Award issued July 27, 2026 names DeAngelo Contracting as the Primary awardee and ChemPro as the Secondary awardee; neither firm has acquired legal or equitable rights until written contract execution, and OUC reserves the right to cancel the award or withdraw the solicitation.
The scope covers semi-annual herbicide treatment at approximately 44 substations and 6 switchyards spanning 105 acres throughout OUC's service territory in Orange and Osceola Counties, Florida. The contractor must supply manpower and equipment for spring and fall treatments, maintain a 95 percent or greater vegetation control level, manage retreatment of underperforming sites at no additional cost, and provide additional crews for emergency and call-out work on a time-and-materials basis at 1.5x overtime rates with OUC approval. Bidders must have a minimum of five years of experience in vegetation management and herbicide application. OUC does not maintain an approved or restricted herbicide list; vendor expertise governs herbicide selection based on site-specific conditions such as proximity to wetlands and seasonal requirements. Contractor personnel must hold Florida state herbicide applicator certification, complete OUC safety training for proximity to energized equipment, and wear arc-rated personal protective equipment with a minimum Class 2 rating (8 Cal/cm²).
Pricing is submitted on a unit cost per acre basis for both spring and fall treatments, with all costs including labor, materials, chemicals, equipment, and travel. Equipment rates for pickup trucks, ATVs/UTVs with spray equipment, and other necessary equipment are also required. The contract term is three years with an option for OUC to renew for one additional two-year period. General liability insurance must be $2 million per occurrence; auto coverage must be $1 million. No bid bond or performance bond is required. Proposals must be submitted electronically through VendorLink. Questions were due June 4, 2026 and addenda closed June 11, 2026.
