About this opportunity

The Kissimmee Utility Authority (KUA) issued Invitation for Bid #17-011-CV for Substation Transformer Painting Services in Florida, seeking a turn-key painting contractor for four specific transformers located at Carl Wall Substation No. 09. The project requires comprehensive surface preparation, equipment protection, and application of a three-coat painting system following SSPC-SP6 Commercial Blast Cleaning standards, with specific requirements for radiator flow coating. Bidders must demonstrate capability of working in an energized substation environment and comply with strict personal protective equipment guidelines. The procurement was divided into two phases: Phase I covering transformers T09422 and station service transformers T201 and T202 during the week of April 24-28, 2017, and Phase II involving transformer T09421 during the week of October 23-27, 2017. A mandatory pre-bid conference and site visit was conducted on March 30, 2017, with bid submissions due by April 11, 2017, at 2:00 p.m. EST. Evaluation criteria focused on total price for all four equipment pieces, with bidders required to quote individual and total prices.

The solicitation did not explicitly indicate any set-aside designations or restrictions for disadvantaged enterprises. Four vendors submitted bids: Utility Service & Maintenance, Inc. ($26,718.08), Seacor Painting Inc. ($31,900.00), Tower Maintenance Corp ($42,000.00), and Public Utilities Maintenance, Inc. ($134,800.00). Utility Service & Maintenance, Inc. was the lowest bidder and appeared most likely to receive the contract. The procurement required bidders to maintain a drug-free workplace, carry appropriate insurance, and adhere to municipal contract terms. The project specified using a paint series transition from KLP to KLF, as confirmed by a PPG Protective & Marine Coating letter, with no prevailing wage requirements. The total project budget range, based on submitted bids, was between approximately $26,000 and $135,000, with the expectation of a contract award to the lowest responsive and responsible bidder.
