About this opportunity

Texas Health and Human Services Commission Procurement and Contracting Services is requesting bids for MediaLab subscription software services supporting laboratory compliance and training, with bids due September 11, 2026 at 10:30 a.m. under IFB HHS0017960. The services are being procured on behalf of the Department of State Health Services (DSHS) and will serve two laboratory locations—DBGL in Austin and South Texas Laboratory Branch in Harlingen—supporting up to 550 users.

The scope encompasses Compliance & CE, SCORM Import, Document Control, IQE CLIA Licenses, Personnel Documentation, and Compass subscription modules delivered remotely during regular business hours (Monday–Friday, 8 a.m. to 5 p.m. Central Time) with four-hour response for service calls and one-hour response for emergencies. Contractors must maintain comprehensive insurance coverage including workers' compensation, commercial general liability, professional liability, and umbrella policies with specified minimum limits, and comply with background check requirements and contractual performance obligations.

The estimated contract value, based on historical spend for the prior period, was $24,344.67, provided as a guideline only with no guarantee of future volumes or compensation. The initial contract term runs September 11, 2026 through September 10, 2027, with two optional one-year renewal periods (September 11, 2027–September 10, 2028 and September 11, 2028–September 10, 2029). Pricing must be submitted as firm, fixed prices for the contract life, inclusive of all labor, equipment, materials, and expenses. Annual price adjustments may be permitted using Consumer Price Index formulas, with contractor-initiated decreases permitted at any time.

Bidders are encouraged but not required to submit a HUB Subcontracting Plan. All responses must include Exhibit A (HHS Solicitation Affirmations), the completed Exhibit C Pricing Sheet, and a written demonstration of operational capability detailing company size, years in business, employee count for customer service and order fulfillment, and supervisory structure. Questions were due September 4, 2026, and responses were posted September 9, 2026. Awards are contingent on Executive Commissioner approval and considered on best value including qualifications, performance capability, and price.
