About this opportunity

The St. Johns River Water Management District is seeking bids for submersible groundwater pumps through Invitation for Bids (IFB) #41542, targeting procurement of specific Grundfos pump models including GEOFlo 3 and Redi-Flo2 with varying motor lead lengths and Low Density Polyethylene (LDPE) tubing. The procurement covers pumps to be used in groundwater quality monitoring wells across 18 counties, with quantities ranging from 1 to 7 units per pump type and lead length. Key deliverables include submersible pumps meeting precise technical specifications, with installation requirements emphasizing continuous motor leads for specified lengths without splices. The bid solicitation requires comprehensive documentation including bid forms, cost schedules, business registration proof, and attestations regarding drug-free workplace, employment eligibility, and human trafficking. Bids are due by 2:00 p.m. on September 2, 2025, with the contract effective upon execution and set to expire on September 30, 2026, with potential extension by mutual written consent. The District will award the contract to the lowest responsive and responsible bidder based on the lowest Grand Total Cost, which includes unit pricing and freight/shipping expenses.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The District reserves the right to cancel the agreement if purchased units do not meet specifications or malfunction, providing flexibility in vendor selection. While no incumbent vendors are mentioned, the procurement allows for as-needed purchases through September 30, 2026, with no guaranteed minimum purchase amount. The cost schedule indicates unit pricing for various pump models and configurations, suggesting potential total contract value dependent on actual District needs. The procurement covers pumps for groundwater monitoring across multiple counties, indicating a potentially significant but variable procurement scope. The District has established clear technical requirements, including specific pump models like the GEOFLO3, 22S10-160, 240V with 1.5 inch discharge, and detailed motor lead specifications. Prospective bidders can direct questions to LaDonna Johnson, Procurement Specialist, via email, ensuring clear communication channels throughout the bidding process.
