About this opportunity
West Basin Municipal Water District is conducting a Request for Qualifications (RFQ) for the pre-qualification of suppliers to provide submerged microfiltration (MF) membranes for the Edward C. Little Water Recycling Facility located in Los Angeles County, California. This is a two-phase pre-qualification process that requires suppliers to submit Statements of Qualifications (SOQs) by 2:00 p.m. on May 26, 2026, with a deadline for questions and clarifications of May 14, 2026. The MF membranes must serve as direct replacements for currently installed Scinor PVDF SMT600-S26 modules or Memcor CMF-5 510 modules and must be dimensionally compatible with existing rack and header systems without requiring modifications to existing equipment, piping, or controls. Suppliers must demonstrate three years of experience supplying municipalities with the same product, provide two U.S. municipal wastewater treatment facility references with minimum treatment capacity of 3 million gallons per day, and furnish NSF-60 and NSF-419 certifications. Required submissions include total installed capacity data for the proposed product in the United States, documented quality assurance and quality control procedures, country of origin information, product literature, dimensional drawings confirming direct replacement capability, and local support office contact information. SOQs are limited to 10 pages and must be clear, concise, and comprehensive. Following SOQ review, West Basin will recommend a short list of qualified suppliers for subsequent pre-qualification testing, with anticipated notice of recommended award during the week of June 8, 2026, and Board of Directors recommendation on June 17, 2026.
No set-aside designations or restrictions specific to disadvantaged enterprises are identified in the solicitation documents provided. The incumbent vendors for the existing system are Scinor and Memcor, whose current membrane modules are being replaced as they reach the end of their useful life. No pricing information or budget range is included in this pre-qualification phase, as cost evaluation will occur during the subsequent Invitations for Quotation stage. West Basin retains the right to reject any or all proposals, withdraw the solicitation, award to one or multiple suppliers, and conduct audits of successful awardees' invoices and supporting documentation for three years following contract completion. All proposal submissions become the property of West Basin and are subject to disclosure under the California Public Records Act, though trade secrets marked as confidential may be exempt from public disclosure. Pre-contractual expenses incurred by respondents are not the responsibility of West Basin.
