SOQs are limited to 10 pages and must be prepared simply and economically with clear, concise, and comprehensive responses to all evaluation criteria. West Basin reserves the right to reject any or all proposals, select the most advantageous proposal, verify all submitted information, withdraw the solicitation at any time, award to one or multiple suppliers, and negotiate final contracts as deemed in its best interests.
