About this file

This Request for Qualifications (RFQ) is issued by West Basin Municipal Water District, a public agency serving 17 cities and nearly one million people in the coastal Los Angeles area, seeking qualified suppliers to provide submerged microfiltration (MF) membranes for pre-qualification at the Edward C. Little Water Recycling Facility. The solicitation is a two-part pre-qualification process consisting of a Statement of Qualifications (SOQ) review followed by pre-qualification testing. Suppliers must submit completed prequalification questionnaires with all requested documentation electronically by 2:00 pm on May 26, 2026. The selection panel will evaluate submissions based on experience, NSF certifications, installed capacity, QA/QC procedures, module specifications, and local support office information. West Basin anticipates providing notice of recommended award during the week of June 8, 2026, with a recommendation to the Board of Directors on June 17, 2026. The MF membranes must serve as a direct replacement for the currently installed Scinor PVDF SMT600-S26 modules or be retrofittable to the existing Phase IV submerged membrane filtration system without significant modifications.

Suppliers must demonstrate three years of experience supplying municipalities with the same product, provide two U.S. municipal wastewater treatment facility references with minimum capacity of 3 million gallons per day, and furnish NSF-60 and NSF-419 certifications. Required submissions include total installed capacity data for the proposed product in the United States, documented QA/QC procedures, country of origin information, product literature, dimensional drawings, and local support office contact information. West Basin retains the right to reject any or all proposals, withdraw the solicitation, award to one or multiple suppliers, and audit successful awardees' invoices and supporting documentation for three years following contract completion. No pricing information is included in this pre-qualification phase; cost evaluation will occur in the subsequent Invitations for Quotation stage. The solicitation notes that all proposal submissions become the property of West Basin and are subject to California Public Records Act disclosure, though trade secrets marked as confidential may be exempt from public disclosure.

Based on a review of the SOQ’s, a short list of Suppliers may be selected to participate in the subsequent solicitation for pre-qualification testing. It is imperative that prospective bidders complete the prequalification questionnaire in its entirety, provide all requested documentation, and receive approval from West Basin to be included on the final list of qualified bidders. Bids from suppliers that have not complied with these requirements will not be considered.

The completed prequalification questionnaire must be submitted no later than

2:00 pm on Tuesday, May 26, 2026, at which time electronic submissions will be opened. Suppliers may be advised of any omissions and given an opportunity to address them and will be notified regarding their prequalification status prior to the project’s bid advertisement.

Basin’s facilities. For this solicitation the Supplier shall submit proof of the following:

A. Experience: The supplier must provide proof of experience supplying municipalities with the same product proposed within the last 3 years. The proof of experience can be but not limited to piloting and operational performance data, including feed and product water quality. Two reference facilities will be provided to

West Basin. Each shall be a U.S. municipal facility for wastewater treatment, have a minimum plant treatment capacity of 3 mgd, and be clearly identified in the SOQ with contact information.

B. NSF certification including NSF-60 and NSF-419

C. Installed Capacity: Suppliers must provide total installed capacity of the proposed submerged microfiltration/ultrafiltration product in the United States.

D. QA/QC Procedures

E. Country of Origin

F. Local Support Office: Supplier will provide contact information for the Local

Support Office that would be the point of contact for West Basin or its representatives.

G. Module Specifications: Supplier will provide product literature and dimensional drawings to confirm they can provide a module that is a direct replacement for the membranes currently utilized in Phase IV, as shown in Exhibit A.

“For a complete description of all required deliverables, please see the detailed

West Basin will respond to questions and requests for clarifications and exceptions via the OpenGov Question and Answer Module.

5. Selection Process

SOQs and consider the following factors to select the most qualified Supplier:

• Experience

• NSF Certifications

• Installed Capacity

• QA/QC

• Module Specifications

• Local Office Support

Based on review of the SOQs, a short list of Suppliers may be selected to review the subsequent Invitations for Quotation to participate in pre-qualification testing.

By submitting responses to this solicitation, suppliers understand and agree that West

Basin may award a contract to a firm whose approach exceeds or varies from the requirements listed. West Basin and its representatives will make the determination of which proposal best satisfies the needs of West Basin.

Negotiations regarding agreement terms, conditions, and scope of services may or may not be conducted with the selected Supplier. Therefore, SOQs submitted should represent the Supplier’s most favorable terms and offering, since the selection and award may be made without discussion with any Supplier. If West Basin engages the

Supplier in negotiations and satisfactory agreement provisions cannot be reached, then negotiations may be terminated. West Basin may elect to contact another supplier submitting a SOQ. This sequence may continue until an agreement is reached.
