About this opportunity

Fulton County Schools (FCS) is seeking qualified mental health providers to deliver comprehensive student mental health services for grades 6-12 through Invitation for Bid (IFB) No. 144-26. The procurement aims to reduce non-academic barriers to learning, supported by the Georgia Department of Education's Student Mental/Behavioral Health Services Grant. Providers will be required to deliver individual and group therapy sessions, crisis intervention, clinical assessments, treatment planning, preventative services, and trauma-informed training, with a minimum of six sessions per student. Services must be delivered both in-person and virtually through HIPAA-compliant telehealth platforms during school hours, after school, and on weekends, targeting Tier 2 and Tier 3 intervention levels. Mental health providers must possess a Georgia license (LCSW, LPC, LMFT, or Psychologist), demonstrate trauma-informed and culturally responsive practices, and provide services at no cost to students or families. Digital bids are due by 2:30 p.m. EST on December 2, 2025, with questions to be submitted via Euna Procurement by 4:00 p.m. EST on November 18, 2025. The contract will be awarded to the lowest priced, responsive, and responsible bidder meeting specifications, with potential for multiple contractor awards.

The procurement does not explicitly indicate specific set-aside designations for disadvantaged enterprises. Providers must comply with Georgia Security and Immigration Compliance Act requirements, complete background checks, ensure secure data transmission, and be compatible with FCS IT infrastructure while adhering to HIPAA, FERPA, and Georgia privacy laws. The contract includes a base period with four optional one-year renewals, to be exercised at FCS's discretion. While no specific award value is listed, providers must demonstrate experience in school-based mental health services, capacity to serve multiple schools and districts, and ability to establish feedback mechanisms for students, families, and school staff. The successful contractor must integrate with existing platforms, including Instructure Canvas LMS and Illuminate Education assessment platform, and comply with IMS Global Learning Consortium education data standards. Insurance requirements include comprehensive coverage for workers' compensation, commercial general liability, automobile liability, and professional liability. The contract may be terminated for convenience with 30 days' written notice, and there are no guaranteed service quantities.
