About this opportunity

Navarro College is requesting proposals for custodial services at student housing facilities on the Corsicana Campus, Mills County, Texas, covering approximately 22 buildings and 267 student suites under RFP #2605, with proposals due July 13, 2026 at 9:00 a.m. and a mandatory pre-meeting on June 30, 2026 at 10:00 a.m. at the Physical Plant.

Scope includes daily, weekly, and periodic deep-cleaning activities across all student housing units and common areas, with detailed performance standards for cleaning frequency, methods, and quality expectations specified in the housekeeping standards and scope-of-work documents. Supporting exhibits include facility square footages, room-numbering schedules, and floor plans for Buildings 4–21 and Burson Buildings 1–3. Vendors must submit three commercial references demonstrating prior experience with similar custodial operations at comparable facilities.

The contract term runs from September 1, 2026 through August 31, 2028, with Navarro College holding the option to renew for up to three additional one-year terms contingent upon satisfactory performance. Pricing must be submitted as total annual costs covering all labor, supervision, equipment, materials, and supplies for scheduled cleanings and remain firm across all five potential service periods through August 31, 2031. Additional or unscheduled cleaning services requested by the college will be performed at rates on a separate Additional Services Pricing Sheet.

Evaluation is on a best-value basis using five equally weighted criteria (5 points each): Experience with Similar Services, Staffing Plan, Quality Control Program, References, and Cost Proposal. Navarro College reserves the right to award a single supplier, multiple suppliers, or no supplier, and is not obligated to select the lowest bidder. Questions are due July 7, 2026 at 5:00 p.m. through the Bonfire portal, with all Q&A posted to ensure consistent vendor information. Proposals must remain valid for a minimum of 60 days from submission. Bidders must comply with Americans with Disabilities Act requirements and all applicable Texas certification standards, including debarment verification, franchise tax certification, equal opportunity employment representation, and antitrust and foreign-adversary compliance.
