About this opportunity
The City of Phoenix is soliciting sealed offers for streetlight maintenance services, with proposals due June 30, 2026. The contract commences December 1, 2026, or upon final signature and recording by the City Clerk, whichever is later, and runs for five years with two optional one-year extensions exercisable at the City's sole discretion.
The scope encompasses comprehensive streetlight maintenance across Phoenix's municipal jurisdiction. Bidders must use the Street Classification Map to understand service areas and street classifications, which correlate to maintenance requirements and priority levels. The City's asset management system captures poles (owned by Phoenix, APS Joint Use, or private entities), mastarms, fixtures, and attachments including small cells and shields. GE LED roadway luminaires in five categories (27 watts for pedestrian use through 133 watts for special major roads) are approved, all featuring 2700K color temperature, 90-degree cutoff, multivolt drivers (120/208/240/277), and ANSI C136.41 compliant twistlock photo control receptacles. APS Streetlight Specifications and City of Phoenix Streetlight Guidelines documents further define technical and operational requirements. A Final Inspection Check Off form governs payment authorization, requiring City inspector verification of work completion against scope before payment processing.
Federal Transit Administration (FTA) certifications apply where applicable: tax liability certification on all contracts, debarment certification on contracts exceeding $25,000, lobbying certification on contracts exceeding $100,000, and Buy America or Build America Buy America Act certifications on contracts over $150,000 involving iron, steel, or manufactured goods or federally-funded infrastructure. Offerors must require subcontractors and material suppliers at all tiers to include and comply with the same certification language. An Acceptance of Offer Form and a Sensitive Security Information Acknowledgement Form are required.
Submissions proceed through the City's Procurement Portal. Technical support is available via the portal's support feature or at procurement-support@opengov.com. Questions and other solicitation issues should be directed to the listed procurement officer. Addendum #1 Revision has been issued; bidders must review all amendments alongside original materials.
