About this opportunity

The City of Fort Valley, Georgia, issued a Request for Proposal on January 5, 2026, for the procurement of one diesel-powered regenerative air street sweeper machine, with proposals due by January 30, 2026, at 5:00 PM EST. The equipment must feature approximately 7.3 cubic yard hopper capacity with an operating load capacity of no less than 6 cubic yards, mounted on a Freightliner M2-106 diesel chassis capable of highway speeds and equipped with a John Deere PowerTech PWL 4.5L diesel engine (Model 4045HFC04) with minimum 99 horsepower at 2200 RPM. The sweeper must include a robust hydraulic system with 25-gallon minimum reservoir, high-capacity dual dust separator, regenerative air blower technology, twin 43-inch gutter brooms, and a 220-gallon dust control water system, along with a CAN-controlled multiplex control system featuring a 5.7-inch color touchscreen display with comprehensive diagnostics, hour meters, and service reminders. The unit must be new, of current manufacture with a minimum ten-year production history (such as TYMCO Model 600 Regenerative Air Sweeper), fully assembled, serviced, and ready for operation upon delivery with a qualified service representative present for startup and instruction. Warranties include 12 months or 1,000 hours for the sweeper unit, 24 months/unlimited mileage for the base vehicle, 60 months/150,000 miles for engine and emissions components, and 60 months/unlimited mileage for the frame. Bidders must provide complete documentation including operator's manuals, parts and service manuals in electronic format, auxiliary engine manuals, and video instruction materials, and the manufacturer must offer a minimum of 20 training courses annually at no additional charge. Vendors must indicate compliance or non-compliance for each specification line item and provide a list of five current customers using the proposed model.

This SPLOST-funded procurement contains no specific set-aside designations for disadvantaged enterprises; however, all vendors must participate in E-Verify and submit required affidavits confirming no collusion and that they are not debarred or suspended from public contracting in compliance with Georgia law (O.C.G.A. 13-10-91). Nine bids were received and evaluated, with bid amounts ranging from $200,000.00 to $341,814.18 in total evaluated cost. The lowest responsive bid was submitted by Litter Getter of Auburndale, Florida at $200,000.00; however, staff recommended EPG of Atlanta, Georgia, which submitted a bid of $305,800.00, and an alternative recommendation was made for Adams Equipment Co. of Austell, Georgia, with bids at $292,850.00 and $314,438.00, though the lower of these was flagged as non-CDL compliant. Multiple bidders were identified as having non-CDL compliance issues, which may affect their eligibility for award. The City reserves the right to reject any or all proposals, waive informalities, negotiate with responsive bidders, and award in its best interest. All vendors must maintain complete records for at least five years, subject to inspection by the City, independent auditors, and state oversight entities, and all submissions become public records under the Georgia Open Records Act.
