About this opportunity
Jefferson Parish Department of Engineering is requesting bids on street lighting maintenance and repair services for major roadways throughout the Eastbank and Westbank of Jefferson Parish, Louisiana, under a two-year contract (2026–2028), with bids due October 6, 2026 at 3:00 p.m.
Bidders must hold a Louisiana State Commercial Contractor's License in Electrical and a Jefferson Parish Electrical Class "A" Contractor's License, with supervisors possessing a Jefferson Parish Class "A" Electrician License. This is a sealed-bid event; all lines must be bid.
The scope covers maintenance and repair of approximately 3,947 parish-owned streetlights, including approximately 3,000 LED major roadway lights and 320 solar LED lights, plus associated underground conduit, wiring, foundations, poles, and service connection points. Work includes regular spot outage repairs, group re-lamping and retrofit operations, emergency work orders, pole replacements, and underground circuit repairs. The contractor must field a minimum of two daily maintenance crews equipped with bucket trucks capable of reaching 45 feet, plus one truck capable of reaching 65 feet. Service time requirements mandate completion of spot outage work within 3–5 working days, downed pole removal within 24 hours, and emergency restorations within one hour of notification. Liquidated damages of $200 per day apply for failure to meet service time commitments. The contractor must maintain a one-month material inventory and provide two mobile communication devices for parish use.
A 5% surety bond is required at bid submission; performance and payment bonds each at 50% of the contract amount are due upon execution. Regular maintenance work is billed at unit prices; special work orders require itemized "not to exceed" cost estimates submitted prior to the notice to proceed. Work must comply with Jefferson Parish Code of Ordinances, the National Electrical Code, and OSHA guidelines. The contract includes hurricane emergency response provisions.
A non-mandatory pre-bid conference is scheduled for September 18, 2026 at 9:00 a.m. at the General Government Building in Gretna. Questions close September 25, 2026 at 3:00 p.m.
