The scope involves hand-cutting (chainsaw) services to thin conifer trees, remove standing dead trees, and enhance aspen stands across 188 acres located approximately 20 miles south of Heber City in Wasatch County, Utah within the Uinta-Wasatch-Cache National Forest. The contractor must furnish all labor, equipment, supervision, transportation, and operating supplies. Bidding is conducted on a per-acre price basis, with the submitted price extended across 188 acres to establish total project cost; all labor, equipment, mobilization, and operating costs must be included with no fuel surcharges or adjustments permitted. The state reserves the right to issue minor change orders modifying acreage by up to 10% without price adjustment or to negotiate major change orders for modifications exceeding 10%.
The contractor must comply with all environmental, cultural resource protection, hazardous materials, and fire prevention regulations, maintain public access throughout the project, and correct deficiencies identified during surveillance or final inspection. Commercial general liability insurance of $1,000,000 per occurrence / $3,000,000 aggregate and commercial automobile liability of $1,000,000 per occurrence are required. Workers' compensation insurance is mandatory.
Payment is made as lump-sum following final inspection and acceptance, with partial payments considered only upon prior written approval. The contract is governed by Utah law.
