About this opportunity

The State Corporation Commission (SCC) of Virginia is requesting proposals for strategic talent development services under RFP SCC-26-011-HR, with proposals due September 17, 2026 at 4:00 p.m. ET. The SCC intends to award multiple contracts to multiple offerors and does not have an estimated contract budget; work will be assigned at the SCC's discretion through individually negotiated Statements of Work.

Offerors certified as Disadvantaged Small Business, Minority-Owned Small Business, or Women-Owned Small Business by Virginia's Department of Small Business and Supplier Diversity (DSBSD) receive maximum evaluation points for the subcontracting plan criterion with no further subcontracting requirements; non-certified offerors must detail DSBSD-certified subcontractor utilization and meet approved participation percentages or face contract breach. All proposals must comply with Virginia's Debarment List requirements and include a signed acknowledgment of Addendum #4 (issued September 10) separate from the cover letter signature.

The scope encompasses coaching services with International Coaching Federation (ICF) certification preferred at Professional Certified Coach (PCC) or Master Certified Coach (MCC) level; organizational development including culture-building and change management; training and instructional design in supervisory skills, communication, conflict resolution, and emotional intelligence; and optional executive coaching. Services may be delivered in-person, virtually, or hybrid. All in-person engagements occur in Richmond, Virginia. Offerors may propose services in selected areas rather than all categories.

The contract period is approximately three years with two optional one-year renewals. Pricing is fixed hourly rates by labor category (Managing Partner, Senior Consultant, Consultant, Analyst, Coach, Facilitator, Keynote Speaker, Administrative) with assessment tool pricing submitted separately. Price escalations at contract renewal are capped at the Consumer Price Index–U percentage increase for the preceding twelve months; no escalation occurs during the initial three-year term. Required insurance includes workers' compensation, employer's liability of at least $100,000 per employee, and commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, with SCC named as additional insured.

Evaluation criteria are Experience in Similar Work, Qualifications, Abilities, and Personnel (50%); Methodology, Approach, and Assessments (25%); Small Business and Subcontracting Plan (5%); and Price (20%). Contact: Jesse Case, jesse.case@scc.virginia.gov, 804-371-9531.
