About this file

This document is Exhibit E of a Request for Proposal (RFP SCC-26-011-HR) issued by the Virginia Department of Small Business and Supplier Diversity (DSBSD) for Strategic Talent Development Services. The exhibit establishes the subcontracting plan requirements that offerors must complete and submit as part of their proposal evaluation. The RFP requires offerors to detail their plans for utilizing DSBSD-certified small businesses, women-owned businesses, and minority-owned businesses in the performance of the contract. Offerors that are themselves certified as small businesses by DSBSD prior to the proposal due date will receive maximum points for the SWaM (Small, Women-owned, and Minority-owned) Participation evaluation criterion and have no further subcontracting requirements. Offerors that are not certified small businesses must identify the portions of the contract to be subcontracted to DSBSD-certified small businesses and will receive evaluation points based on their proposed expenditure percentages relative to total contract price.

Following contract award, the successful supplier must submit monthly SWaM Compliance Reports to the SCC Contract Officer by the 10th of each month, detailing all payments made to subcontractors, including the reporting period, supplier and subcontractor information, types of services provided, actual monthly payment amounts, and supporting documentation such as copies of checks or paid invoices. Failure to meet the small business participation percentages outlined in the approved Subcontracting Plan may result in breach of contract. The document provides three completion sections: Section A for DSBSD-certified small business suppliers, Section B for non-certified suppliers planning to use DSBSD-certified subcontractors, and Section C for utilization of non-DSBSD-certified businesses, with offerors required to populate detailed tables identifying subcontractors, their certifications, contact information, services provided, planned participation levels, and estimated contract dollars.

Instructions Offeror must complete and submit a Subcontracting Plan using Exhibit E: Subcontracting Plan.

To be awarded points for the SWaM Participation evaluation criterion, Offeror or Offeror’s proposed subcontractor(s) must hold an active SWaM certification issued by the Virginia Department of Small Business and Supplier Diversity (DSBSD) prior to or as of the due date and time for receipt of proposals. If neither Offeror nor Offeror’s proposed subcontractor(s) hold an active SWaM certification, Exhibit E must still be submitted with Offeror’s proposal.

Small Business (SWaM) Subcontracting Compliance Requirements Following contract award, Supplier (the Offeror awarded a contract) shall submit a SWaM Compliance Report to the SCC Contract Officer on a monthly basis that details all payments made to subcontractors, as specified in the SWaM Subcontracting Plan, for the designated reporting period. The report will be due by the 10th of each month. At a minimum, the following information must be provided to the SCC Procurement Office in the monthly SWaM Compliance Report:

· Reporting Period Start Date and End Date

· Supplier Company Name and Address

· Contact Name, Telephone Number, and Email Address

· Company Name and Address for Each Small Business

· Type(s) of Services Provided by Each Small Business

· Amount of Actual Monthly Payments Provided to Each Small Business During the Reporting Period

· Evidence of Compliance with SWaM Subcontracting Plan (documentation that supports actual monthly payments, such as a copy of checks issued to small businesses, copies of paid invoices, etc.)

All amounts paid to certified SWaM businesses are subject to monitoring and enforcement mechanisms. It is Supplier’s responsibility to provide to the SCC evidence of SWaM payments. Failure to obtain the small business participation percentages in accordance with the SWaM Subcontracting Plan may result in Supplier’s breach of the contract.
