1.0 Introduction

1.1 Purpose, Subcontracting, and Limitation

The purpose of this Request for Proposals (RFP) is to solicit sealed proposals for a solution that provides as-needed strategic talent development services, including coaching, organizational development, and training services for the State Corporation Commission’s (SCC) Human Resources division (HR).

To more fully support SCC’s leadership development, organizational capacity building, and workforce readiness, this RFP seeks vendors who can provide coaching, leadership development training, assessment services, and facilitation, including customizable and off‑the‑shelf learning solutions, delivered through in‑person, virtual, or hybrid formats. Vendors must demonstrate availability, capability, and qualifications to deliver ongoing learning and facilitation services throughout the contract period.

The SCC intends to award multiple contracts to multiple Offerors that will provide comprehensive solutions that meets the requirements found in Exhibit B: Methodology, Approach, Personnel. The contract will be awarded to multiple Offerors. Those Offerors will be responsible for the successful delivery and operation of all components of the comprehensive solution.

Throughout this RFP and its appendices, attachments, and exhibits, the term “Solution” should be understood to encompass the full range of components – technology, plans, deliverables, services, etc. – needed to satisfy the SCC’s requirements and achieve the SCC’s objectives.

As used in this RFP, the terms “must”, “shall”, “should” and “may” identify the criticality of requirements. The terms “must” and “shall” identify requirements that, if not addressed in a Supplier’s proposal, will have a major negative impact on the evaluation of the proposal. The terms “should” and “may” identify highly desirable requirements.

Subcontracting: Offerors may choose to enter into subcontracting and other relationships with qualified parties to provide the highest quality of goods and services that meet the full scope of the solution requirements in an efficient and cost-effective manner. In all such cases, only the prime contractor will be a party to the awarded contract. While the prime contractor must perform core functions of the Solution, there is no requirement that the prime contractor perform a specific percentage of the services.

For the purposes of this RFP, Offeror means any entity that submits a proposal in response to this RFP (Offeror includes potential Offerors). Supplier means the Offeror selected to receive an award of a contract.

1.2 Single Point of Contact (SPOC)

Submit all inquiries concerning this RFP in writing by email, subject: “RFP # SCC-26-011-HR” to:

SPOC: Jesse Case

Email: jesse.case@scc.virginia.gov

Offerors must limit all contact, whether oral or written, pertaining to this RFP to the designated SPOC for the duration of this procurement process. Failure to do so may jeopardize further consideration of an Offeror’s proposal.

2.0 Background

This section presents background information on the current environment and contains technical and other information that may be helpful for Offerors in preparing proposal responses. The contents of this section are not intended to set forth requirements, but rather are intended to assist Offerors to gain a general understanding of the business context of the requirements. Detailed requirements are included in Exhibit B:

Methodology, Approach, and Personnel.

2.1 SCC Overview

The SCC exercises regulatory authority over many business and economic interests in Virginia, including public utilities, insurance, state-chartered financial institutions, securities, retail franchising, and railroads. It is organized as a separate department of government with delegated administrative, legislative, and judicial powers.

Headquartered in downtown Richmond, Virginia the SCC is near the State Capitol and adjacent to Richmond’s financial and commerce center.

2.2 HR Background, Goals, and Objectives

The HR division at the SCC has a staff of 14 full-time employees focused in all areas of HR. With limited resources, the HR leadership team at the SCC needs access to professional HR vendors to provide services to supplement the coaching, training, and assessment services offered internally. HR leaders and staff receive requests from various SCC Leaders to offer professional coaching services for individual leaders or staff to develop or enhance specific skills and capabilities, recognize and strengthen gaps, build greater insights and emotional intelligence, or other needs. At times, team coaching services are requested to help teams reach their maximum capability, as an intervention to help teams move beyond challenges, or as teambuilding efforts to build trust and other key traits of high-performing teams. Also, services may be requested to help new leaders assimilate into the SCC and with existing teams. These coaching and staff development requests may require various assessment tools to diagnose “current state” and to help individual leaders or teams achieve their goals.

SCC requires year‑round access to qualified facilitators who can design and deliver leadership development learning programs, departmental training, team workshops, and organization‑wide learning initiatives.

Facilitators must be available during standard business hours and, when necessary, for pre‑scheduled virtual sessions outside standard hours to meet operational needs.

In addition to coaching, we may have requests for specific leadership development learning programs where we may request external facilitators for programs in topics such as coaching, performance management, having difficult conversations, emotional intelligence, or strategic planning.

Additionally, we may need speakers for executive retreats or special events for keynote speakers able to engage with various levels of leadership.

Finally, HR leaders may need to fulfill requests for enterprise engagement surveys, 360 assessments, culture surveys or other tools and assessments that may be helpful to assess the strengths and gaps at an enterprise or team level.

The goals and objectives are to provide meaningful coaching, assessments, and facilitation services as needed at the SCC to enhance the productivity and effectiveness of individuals and teams. Collectively, these tools will enable the SCC to be highly effective and continue to be a great place to work.

4.0 Proposal Format and Submission Instructions

4.1 Overview

The issuance of this document and the receipt of information in response to this document will not cause the

SCC to incur any liability or obligation, financial or otherwise, to any Offeror. The SCC assumes no obligation to reimburse or in any way compensate an Offeror for expenses incurred in connection with its proposal.

4.2 Proprietary Information

In general, proposals are not subject to public disclosure prior to the award of a contract, except as required by law or by court order.

If Offeror seeks to protect from disclosure any proprietary or trade secret information contained in its proposal, Offeror must:

a. Submit a completed Appendix B: Offeror Proprietary Information with its proposal, which lists proprietary information and the reason it deems such information proprietary. Offeror may not designate its entire proposal as proprietary or confidential. FAILURE TO COMPLETE APPENDIX B MAY

RESULT IN PUBLIC DISCLOSURE OF ALL PROPOSAL INFORMATION.

4.3 Proposal Format and Content

The SCC may reject any proposal that is not in the required format or that does not address all requirements of this RFP.

Proposals should be written specifically to answer this RFP. General “sales” material should not be used. It is essential that the proposal be thorough and concise. Avoid broad, unenforceable, or immeasurable responses and include all requested information in each section as indicated below.

5.0 Evaluation and Award Criteria

5.1 Evaluation Process

The SCC will only consider proposals received by the due date and time. All proposals received after the due date and time will be returned to the Offeror and receive no further consideration. Failure to meet other submission requirements in this RFP may result in the rejection and return of the proposal, or in a request from the SPOC to immediately remedy the deficiency, all in the sole discretion of the SPOC. Failure of a proposal to meet functional or technical requirements in an Offeror’s proposed solution will be considered in the evaluation and scoring process. Additions, deletions, and changes to functional, technical, and other solution requirements may be requested and negotiated by the SCC during negotiations with individual Offerors based on their respective solution and proposal.

Each Offeror’s proposal received in response to this RFP, subject to the above paragraph, will be evaluated based on the submitted materials in accordance with some or all of the Evaluation Criteria in Section 5.2 below. Based on that evaluation, the SCC will then select the Offeror(s) for negotiations. Negotiations may include requests that Offeror(s) clarify or explain certain aspects of their proposals.

At any point in the negotiation process, the SCC may employ the following means of continued evaluation:

• Reviewing industry research

• Offeror presentations

• Site visits

• Contacting Offeror's references

• Product demonstrations

• Sandbox testing

• Review of sample code

• Review of pricing

• Contacting Offeror’s customers

• Interviewing key personnel

• Requesting that Offerors elaborate on or clarify specific portions of their proposal

• Security audit compliance documentation

The SCC may limit all of the above to the most qualified proposals. No Offeror is guaranteed an opportunity to explain, supplement or amend its initial proposal. Offerors should submit their best proposals and not assume there will be an opportunity to negotiate, amend or clarify any aspect of their initially submitted proposal.

Therefore, each Offeror is encouraged to ensure that its initial proposal contains and represents its best offering.

http://www.eva.virginia.gov/

The SCC will then select one or more Offerors which, in its opinion, has made the best proposal, and will award the contract to that Offeror(s). The selection of an Offeror to receive an award may be based on factors outside the numerical Evaluation Criteria in section 5.2 below.

The SCC may cancel this Request for Proposals or reject proposals at any time prior to an award and is not required to furnish a statement of the reason(s) why a particular proposal was not deemed to be the most advantageous.

SCC SHALL NOT BE CONTRACTUALLY BOUND TO ANY OFFEROR PRIOR TO THE EXECUTION OF A DEFINITIVE

WRITTEN CONTRACT.

5.2 Evaluation Criteria

Proposals will be evaluated using the criteria contained in Table 3 – Evaluation Criteria.
