About this file
This is Appendix A of a Request for Proposal (RFP SCC-26-011-HR) for Strategic Talent Development Services issued by the Virginia (State or state consortium). The appendix serves as a mandatory template that offerors must complete in its entirety to provide comprehensive information about their company qualifications, experience, and financial viability. Offerors must submit detailed narratives addressing their core business, relevant experience with similar solutions, and specific qualifications to meet the RFP requirements. The document requires submission of three customer references with detailed contact information for validation of expertise, resumes for all proposed staff, descriptions of past lost or canceled contracts, disclosure of any litigation from the past ten years, a list of similar solutions implemented in the last five years, and documentation of capacity to manage the full scope of work and concurrent client needs.
The financial profile section requires offerors to provide total annual revenue for the most recent fiscal year with the proportion derived from similar services, a current Dun and Bradstreet Business Report, certified audited financial statements for the three most recent fiscal years, and disclosure of any bankruptcy filings or financial restructuring within the past five years. Offerors must also provide detailed company identity information including legal name, FEIN or Tax ID number, jurisdictions of formation, corporate structure, ownership status, officer names and tenure, and any parent or subsidiary company information. If strategic partnerships or subcontractors are proposed, offerors must provide comprehensive details about each partner's qualifications, roles, responsibilities, staff assignments, and copies of all contracts or agreements. The SCC reserves the right to conduct reference checks, interviews, and access publicly available financial information to evaluate offeror qualifications and financial stability.
