About this file

This is a cover page for a Request for Proposals (RFP SCC-26-011-HR) issued by the Commonwealth of Virginia for Strategic Talent Development Services. The document serves as the submission cover sheet that offerors must complete and submit with their proposal responses. Offerors are required to provide their legal business name, doing business as name if applicable, business address, and DUNS number on this form. The submission must include a signature from an authorized representative of the offeror, along with their name, title, telephone number, and email address, certifying that the proposal is accurate, complete, prepared in accordance with all solicitation requirements, and submitted following all required communication and format instructions.

The cover page incorporates ethics and compliance certifications that all offerors must acknowledge upon submission. Suppliers must certify that their proposals are made without collusion or fraud and that no kickbacks, inducements, or improper payments have been offered or received in connection with the proposal. Additionally, offerors and their officers or directors are prohibited from providing contributions, gifts, or items valued over $50 to the Governor, his political action committee, or the Secretary of Technology between the time of proposal submission and any contract award with an expected value of $5 million or more. These certifications bind the offeror to compliance with Virginia's ethics in public contracting standards and gift and contribution restrictions.
