About this opportunity

The City of Tampa, Florida, is requesting proposals for stormwater utility data management and assessment roll production services, with proposals due July 16, 2026. The City manages two non-ad valorem stormwater assessments — a service assessment established in 2003 for system maintenance and a 30-year improvement assessment in the Central and Lower basin area established in 2016 — and must update assessment rolls annually to reflect changes in property character and impervious areas, followed by public hearing and City Council adoption before delivery to the Hillsborough County Tax Collector.

The scope requires contractor responsibility for annual assessment roll updates, property-area data management, public hearing notice preparation and delivery within statutory timelines, coordination with City departments and the County Tax Collector, and compliance with Florida Statutes section 197.3632 and the Uniform Method of Collection. The contractor must integrate with Tampa's cloud hosting infrastructure per the City's Cloud Hosting Policy and meet ADA accessibility requirements. The work is performed in Tampa with administrative oversight by the City's Stormwater Utility division.

The solicitation includes a Draft Agreement, detailed Scope of Services for FY 27, a Cloud Hosting Policy, ADA Requirements guidance, and payment and evaluation forms (DMI-71 and DMI-30) as reference documents. The evaluation criteria and weighting, contract term, and estimated value are specified in the attached evaluation and scope documents. No pre-bid meeting date or questions deadline is stated in the main posting; those dates, if applicable, are likely contained in the detailed RFQ or RFP document (Stormwater_Utility_Data_Management-Assessment_Roll_Production.pdf, 392 KB, posted June 12).

Opportunity text

The City of Tampa, Florida, (City) established its Stormwater Utility and implemented its annual stormwater utility non-ad valorem service assessment in 2003 for City-wide maintenance of the City's stormwater system. In 2016, the City adopted its second stormwater assessment, a 30-year improvement assessment implemented in the Central and Lower basin area, established at that time for Capital Improvement projects. The City uses the Uniform method for the levy, collection, and enforcement of non-ad valorem assessments pursuant to section 197.3632, Florida Statutes. Each year, the City updates its Assessment rolls according to the changes in the character and impervious areas assigned to the properties in the assessment areas. A public hearing is advertised, and notices for the hearing may be required to be delivered to the property owner pursuant to law and ordinance in a time-sensitive manner. The final rolls are adopted by the Tampa City Council at the public hearing. The data rolls are delivered to the Hillsborough County Tax Collector as required by the Uniform Method of Collection, and in accordance with the Hillsborough County Tax Collector Non-Ad Valorem (NAV) Program.
