About this opportunity
Collier County, Florida, through its Board of County Commissioners Procurement Services Division, is seeking qualified vendors for a Storm Shutter Maintenance, Repairs and Replacement contract. The Invitation to Bid (ITB) No. 25-8331 covers comprehensive services for approximately 745 storm shutters across 27 county facilities, including preventative maintenance, corrective maintenance, repairs, and replacements. The solicitation requires contractors to perform annual preventative maintenance between November 30th and June 1st, which includes visual inspections, operational testing, cleaning, lubrication, and component checks for various shutter types such as roll-down (electronic and manual), accordion, and panel shutters. Bids are due on April 1, 2025, at 3:00 PM EST, with the county planning to select a primary and secondary awardee to ensure service continuity. Evaluation will focus on the lowest responsive and responsible vendor representing the best value, with specific requirements including markup rates not exceeding 15% for materials and parts, 10% for rental equipment, and 15% for subcontractors. The contract term is proposed for three years with two potential two-year renewal options, and bidders must comply with detailed specifications outlined in the solicitation documents.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Vendors must meet comprehensive qualification requirements, including enrollment in the E-Verify program, providing proof of business licensing, and carrying appropriate insurance coverage. The county mandates Commercial General Liability ($1,000,000 per occurrence), Worker's Compensation, Employer's Liability, and Automobile Liability insurance, with Performance and Payment Bonds required for projects exceeding $200,000. The Facilities Management Division has allocated an annual budget of $82,000 for these services, though this does not preclude additional appropriations. Contractors will be required to submit detailed documentation, including reference questionnaires, licenses, certifications, and insurance certificates. The pricing structure allows for flexibility, with hourly rates for corrective maintenance and repairs, and potential for after-hours work billed at 1.5 times the standard labor rate. A one-time $250 urgent service call fee is also permitted, providing contractors with multiple revenue opportunities within the contract framework.
