About this opportunity

The City of Stonecrest, Georgia is requesting proposals for professional services to develop a comprehensive Bicycle, Pedestrian, and Trail Plan under RFP 2022-008, with proposals due September 26, 2022 at 2:00 PM and a pre-bid conference on August 9, 2022.

Stonecrest seeks firms with expertise in multimodal transportation planning and engineering. The scope includes an existing-conditions inventory compatible with ESRI geodatabase; system appraisal and evaluation; a comprehensive network of pedestrian, bicycle, and trail facilities including a sidewalk master plan; a public involvement program with two open houses and presentations to advisory committees and City Council; and a ten-year implementation program with concept-level drawings, cost estimates, and funding recommendations. Proposers must demonstrate a minimum of three comparable projects completed within the past five years with client references.

The Selection Committee will evaluate proposals on project approach and understanding (40 percent), project experience and references (25 percent), project team composition (25 percent), and project schedule (10 percent). The City reserves the right to conduct interviews with top-ranked firms at the proposer's expense and may reject any or all proposals.

Cost proposals must be itemized by five tasks: existing conditions inventory, system appraisal and evaluation, network development, public involvement and outreach, and recommendations and implementation plan. Pricing must remain firm for the duration of the contract. Proposals are limited to 25 single-sided pages (excluding required forms) and must include project approach and understanding, project experience with client references, project team composition with resumes of key personnel, and project schedule. The awarded contractor must provide professional liability insurance of one million dollars.

Questions are due August 16, 2022 at 5:00 PM, with responses posted by August 30. A recommendation to City Council is anticipated for October 7, 2022, followed by a Notice to Proceed. No contract value or term is specified in the RFP.
