About this opportunity
The Colorado Department of Transportation (CDOT) is seeking qualified contractors to install site lighting at the Sterling Rest Area in Lincoln County through a documented quote procurement process. The project requires installing 11 new caissons with 1" PVC schedule 80 conduit, including comprehensive electrical infrastructure such as trenching, boring, copper wiring, fuse holders, pull boxes, and ground rods. CDOT will provide preformed caissons, initial site locates, and will oversee the installation of light poles and fixtures. Contractors must submit electronic bids through the CDOT Supplier Self Service Portal by February 12, 2025, at 2:00 PM Mountain Time, with a single lump sum bid covering all labor, materials, and equipment. The project requires a state electrical permit and work must be coordinated during normal business hours (7am - 4pm, Monday-Friday), with an estimated contract completion time of 60 days from the Notice to Proceed. Evaluation will focus on selecting the lowest responsive and responsible bidder, with an estimated project cost of $150,000.00.
The procurement allows broad participation, with no specific set-aside designations for disadvantaged enterprises, though the bid form notes potential opportunities for service-disabled veteran-owned small businesses. Bidders must comply with Colorado labor regulations, which require 80% Colorado labor for projects over $500,000, and must submit documentation including a W9, completed Bid Form, and Bid Bond with Power of Attorney for bids exceeding $50,000. The contract is tax-exempt and no municipal building permit is required. The award is available for use by CDOT, other state agencies, local governments, and political subdivisions in Colorado. Bidders must register on BidNet's procurement website and comply with Colorado business registration requirements. CDOT reserves the right to reject any bid and award in the best interest of the state. Contractors will be required to execute necessary agreement documents, performance bonds, and insurance requirements within ten days of the Notice of Award.
