The solicitation is issued in partnership with Oregon's STEM Hub Network and funded through STEM Network Development Funds from the Oregon Department of Education.
The contractor will execute a six-month Foundation Phase beginning March 2027, with deliverables due by June 30, 2027. Four core tasks cover developing a five-year statewide implementation roadmap, facilitating monthly STEM Hub network meetings, drafting a shared measurement framework with key performance indicators, and creating communications materials and engagement strategies. Deliverables are the implementation roadmap (Month 1), measurement framework (Month 2), monthly facilitation records and meeting summaries (Months 1–6), communications plan and outreach materials (Month 4), and a mid-year progress report with Phase 2 transition recommendations (Month 6).
Required qualifications include demonstrated experience facilitating statewide or regional education networks, expertise in STEM education ecosystems and shared measurement design, familiarity with Oregon's K-12, postsecondary, workforce, and STEM Hub landscape, and strong written communication. Preferred qualifications include familiarity with Oregon, experience across urban and rural counties, and willingness to be physically present.
The maximum budget is $100,000, inclusive of all project costs, including consultant fees, travel, mileage, materials, and other expenses. Proposals, not to exceed 12 pages excluding resumes and work samples, are scored on technical qualifications (25 points), approach to methods and outreach (25 points), scope and deliverables (25 points), cost and value (15 points), and professional capacity (10 points). Answers to written questions issue by November 6, 2026, interviews are potentially held December 4, 2026, and contract execution is desired within two weeks of selection. All work products become the property of High Desert ESD, which grants the Oregon Department of Education an irrevocable, non-exclusive, perpetual, royalty-free license to use, reproduce, and distribute them.
