About this opportunity

The Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for steel flexible delineator posts on behalf of the Department of Transportation under RFQ 17A 211202-131, with quotations due December 15, 2021 at 4:00 p.m. EST.

The solicitation is a one-time purchase with no guaranteed quantity award; the State reserves the right to negotiate purchases of additional units at the bid price for six months following award. This is a two-line-item procurement: 1,000 units of 66-inch steel delineators with 4" × 8" ASTM D4956 Type III retro-reflective white sheeting, and 1,000 units with Type VII/VIII/IX retro-reflective white sheeting, totaling 2,000 units. Posts must be 4 inches wide, 1/16 inch thick steel with convex cross-sectional shape and white powder coat finish, capable of withstanding repeated vehicle impacts with minimal damage.

Delivery is required to Bangor, Maine on an As-Received-of-Order (ARO) basis; delivery speed may factor into the award decision. All quotations must be submitted electronically through the State's Advantage Vendor Self Service (VSS) system and include unit price, estimated calendar days for delivery, completed Appendix A bid cover page with debarment certification, product data sheets demonstrating specification compliance, warranty information, and electronic signature audit report if applicable. Pricing must be submitted under FOB Destination terms, with bidders bearing all shipping charges and responsibility for goods until delivery. The State is exempt from federal, state, and local taxes and requests tax charges be excluded.

Award will be made on a best value basis considering conformity with specifications, delivery timeline, and lowest price among conforming bids. The State reserves the right to reject the lowest bidder if documented poor performance or prior contract termination has occurred within the last five years. No best and final offer process will be conducted.
