About this opportunity
The Michigan Department of Technology, Management and Budget is requesting proposals for statewide travel administrator services, with proposals due September 9, 2026, and an optional pre-proposal meeting on August 18, 2026, at 11:00 a.m. ET via Microsoft Teams. Questions are due August 26, 2026.
The contractor will provide 24/7/365 professional travel agency services including live agent support and an online reservation system for domestic and international air, hotel, car, and rail bookings to approximately 50,000 concurrent state employee users across ten state agency email domains and external military/federal domains. Based on FY 2024 utilization, the State processed approximately 5,985 air tickets, 27,549 hotel room reservations (average $124.54 per night), and 862 car rental bookings (average $44.89 per day). Pricing is fixed for five years with potential adjustments for option years based on documented changes in actual contractor costs. All commissions earned on State travel must be returned to the State; the contractor may collect service fees on behalf of the State with monthly reconciliation by the 25th of each month.
The contract runs October 23, 2026, through October 23, 2031, with an option to renew for up to five additional one-year periods at the State's sole discretion. Performance standards include 90% of calls answered before the third ring, 85% of reservations confirmed within 24 hours, 99% system availability (99.98% for hosted services), and 98% error-free transactions. The contractor must comply with SAML/OpenID/OAuth federated identity protocols for MiLogin integration, WCAG 2.0 Level AA accessibility, FedRAMP authorization or annual SSAE 18 SOC 2 Type II audits based on NIST SP 800-53 MOD Controls, encryption at rest and in transit using FIPS-validated AES-128 or higher, and quarterly dynamic application security testing and monthly infrastructure scanning. Data centers must be in the continental United States and meet Uptime Institute Tier 3 standards minimum. Liquidated damages of $5,000 plus $100 per day apply for late or improper completion.
Technical evaluation uses a 100-point scale: General Requirements and Capabilities (40 points), Project Plan and Staffing (35 points), Vendor Questions Worksheet (15 points), and Service Level Agreements and Data Security Requirements (10 points). Proposals scoring 80 or more points proceed to price evaluation. The State will award to the responsive and responsible bidder offering best value, considering qualified disabled veteran/service-disabled veteran-owned business status, prior performance with the State, Michigan employment and capital investment, and total cost of ownership. Insurance requirements include Commercial General Liability ($1 million each occurrence / $2 million aggregate), Umbrella Liability ($5 million), Cyber Liability ($1 million each occurrence and annual aggregate), and Professional Liability ($3 million each occurrence and annual aggregate).
