About this opportunity
The Florida Department of Transportation (FDOT) is seeking competitive bids, proposals, or replies for a Statewide Security Credential Management System (SCMS) to support its existing and future connected vehicle deployments across the state. The selected vendor will be required to provide a turnkey SCMS software-as-a-service solution that can interface with FDOT's connected vehicle infrastructure and data exchange platform. The SCMS must enable secure communication and trust management between connected vehicle devices, such as on-board units and roadside units, utilizing NTCIP data protocol standards. Key objectives include the ability to remotely revoke certificates and establish trust relationships with other certificate authorities. Proposals are due by November 15, 2022, and FDOT plans to award the contract by December 20, 2022, for an initial 3-year term with optional renewal periods.
The total maximum budget for this contract is $700,000, and proposals exceeding this amount will be deemed non-responsive. All bidders, proposers, and respondents must be registered in the State of Florida's MyFloridaMarketplace system, and any out-of-state contractors must be authorized to do business in Florida. FDOT does not currently have an existing agreement for a specific hardware security module to be used in the SCMS platform, and the selected vendor will be required to provide all necessary hardware, software, and services to deploy and maintain the turnkey solution.
