About this file
The document is a set of Questions and Answers provided by the Florida Department of Transportation (FDOT) regarding a competitive solicitation for a Statewide Security Credential Management System (SCMS) for Connected Vehicle Projects. The solicitation seeks to procure an SCMS provider to enable communication and security between connected vehicle devices, such as on-board units and roadside units, across Florida. The bid opening date is November 15, 2022. FDOT will provide the selected vendor with a list of legacy connected vehicle devices and firmware to be supported upon contract award. The SCMS is expected to operate over an IP network and utilize NTCIP data protocol standards.
The solicitation has a total maximum budget of $700,000. Proposers submitting a price proposal that exceeds this amount will be deemed non-responsive and disqualified. The SCMS vendor can expect to gain hands-on experience with the connected vehicle devices after the notice to proceed is issued following vendor selection and contract execution. FDOT does not currently have an existing agreement for a specific hardware security module to be used in the SCMS platform.

QUESTIONS AND ANSWERS
DATE: November 3, 2022
BID NO.: DOT-RFP-23-9022-CA
BID TITLE: Statewide Security Credential Management System for Connected Vehicle Projects
OPENING DATE/TIME: November 15, 2022 @ 9:00 AM (LOCAL TIME)
Notice is hereby given of the following changes to the above-referenced SOLICITATION:
• Questions and Answers provided below:
Question 1 Given that the State will need some time in responding to questions and these answers are required to complete our response, would the State consider an additional two (2) weeks for the due date?
Answer 1 No, not at this time.
Question 2
What all communication standards does a bootstrapped device support so as to configure DCM to enable communication link with?
Answer 2 Bootstrapped devices communicate to the DCM over an IP network.
Question 3
NTCIP is the protocol to be used by different device types to communicate with each other over the network. Is there any specific protocol that we need to support?
Answer 3 NTCIP is a data protocol, not a communications protocol. The SCMS is expected to operate over a traditional IP network.
Question 4 What are FDOT legacy CV devices and their specifications that must be supported in the solution?
Answer 4 A list of devices and firmware will be provided upon award.
Question 5 Can the State define End-Entities (EE)? Are they connected vehicles?
Answer 5
An End-Entity (EE) is defined as an entity that is provisioned by an SCMS provider with IEEE 1609.2 certificates used by one or more privileged applications to sign application data. In FDOT’s instance, these would be CAV devices such as OBUs, RSUs etc. SCMS-Manager-End- Entity-Requirements-Design-Guidance-and-Validation-Approach-v1.00.pdf (scmsmanager.org)
Question 6 Which platform or technology does EE, OBU, RSU and others work upon, i.e. Java, in order to support the current and legacy devices so that we can design the DCM as platform agnostic.
Answer 6 The platform/technology is internal to the product, can vary by manufacturer.
Question 7
Instead of broadcasting CRL list on a daily basis (not a real time status), can we use SCVP or just OCSP for real-time certificate status?
Answer 7 Please refer to the SCMS protocol standard for the CRL.
