About this opportunity

Oregon Department of Administrative Services, State Procurement Services is seeking proposals for a statewide SaaS, COTS, or MOTS solution for regulatory licensing and compliance to replace legacy systems across approximately 30 Oregon licensing boards, commissions, and state agencies managing roughly 1,000 different license types, with proposals due August 7, 2026 at 2:00 p.m. Pacific Time.

The solution must support the full lifecycle of professional, occupational, business, and facility licensing — including application processing, license management, continuing education tracking, examination management, background checks and fingerprinting, complaints and discipline case management, inspections, facility and practice entity licensing, reciprocity and interstate compact support, public registry and verification, payment processing, document management, communications and notifications, reporting and analytics, and workflow and rules engines. The vendor must provide all software, hosting, implementation services, project management, configuration, data migration, testing, training, documentation, deployment, and maintenance. Implementation occurs in phases with structured milestones from project initiation through final acceptance.

Security compliance is mandatory: vendors must meet or exceed Oregon Statewide Security Standards aligned with NIST SP 800-53r5 Moderate controls and either hold current GovRAMP authorization, submit a current SOC 2 Type 2 report, provide a third-party risk assessment, or complete an internal security controls assessment with a Plan of Action and Milestones. Domestic-only data storage, processing, and support are required per DAS Policy 107-004-052; offshore development is prohibited.

The initial contract term is five years from the Effective Date with potential extensions by mutual agreement. Pricing must include five-year cost projections for software licenses, maintenance, hosting, and implementation. The contractor must remit a Vendor Collected Administrative Fee of 2 percent of gross sales to DAS SPS and submit quarterly Volume Sales Reports. Price increases are capped at 10 percent annually with 60 days' written notice, effective one year after contract execution.

If the contract value exceeds $500,000 and the vendor employs 50 or more full-time workers, a Pay Equity Compliance Certificate from the Oregon Department of Administrative Services is required prior to execution. DAS SPS does not guarantee minimum sales volume and reserves the right to conduct separate solicitations for project-specific contracts. Evaluation occurs in two or more rounds; Round 1 scoring totals 14,020 points across administrative, technical, and price proposals.
