About this opportunity

The Oregon Department of Transportation (ODOT) has issued a Request for Information (RFI S-73000-00018156) seeking vendor capabilities for a Law Enforcement Electronic Data Collection (LEEDC) System, with responses due December 15, 2026. The RFI is explicitly not a solicitation and will not result in a contract. ODOT anticipates a formal RFP in 2027, with implementation completed by January 2030. Vendors must register free in OregonBuys to respond, and responses are submitted electronically through that system by the Bid Opening Date.

ODOT seeks input across four focus areas: standalone crash reporting software compliant with Oregon Police Traffic Crash Report Forms 46A, 46B, and 47; agency-wide Records Management System (RMS) and Computer-Aided Dispatch (CAD) integration suites; data migration software and consulting; and Software Development Kit (SDK) development for compliant crash data exchange. Vendors may respond to one or more areas. The Appendix A requirements set out 67 functional requirements across Crash Capture, Records Management, Information Exchange, System, and Security, covering crash reports, citations, tow-impound transactions, DUI packets, and stop data on mobile and back-office platforms. Required integrations include the Oregon Law Enforcement Data System (LEDS), the National Crime Information Center (NCIC), existing agency RMS and CAD software, and ODOT's REST API. The solution must comply with MMUCC 6 and future MMUCC versions. Hosting must be on GovCloud, with compliance to CJIS Security Policy, FedRAMP/GovRAMP, and either ISO 27001 or SOC 2 Type II.

The RFI is funded through a five-year National Highway Traffic Safety Administration (NHTSA) grant supporting the Statewide Electronic Data Collection (SEDC) program and works in conjunction with the Crash Data System Replacement (CDSR) Project. ODOT states the system will serve over 160 law enforcement agencies across Oregon.

Responses may not exceed ten pages per addressed focus area, excluding the cover sheet and Appendix A, and must include a functional requirements matrix, pricing information, technical alignment, compliance and data management capabilities, implementation timelines, and vendor qualifications. Questions must reach the designated Single Point of Contact in writing no later than 10 days before the Bid Opening Date. Responses become public records under Oregon Public Records Law, though vendors may designate justified proprietary or confidential material. ODOT may request demonstrations and may terminate the RFI at any time without liability.
