About this opportunity

The State of Missouri Office of Administration, Division of Purchasing is soliciting proposals for additional vendors to join the Statewide New Motor Vehicles Qualified Vendor List, with proposals due August 25, 2026 at 2:00 p.m. Central Time through MissouriBUYS.

Vendors must be authorized motor vehicle dealers or manufacturers capable of supplying new vehicles from manufacturer lots or designated fleet inventories in the categories of Chevrolet, Ford, Dodge, Chrysler, Jeep, and Ram. Vendors must achieve "Approved" status in MissouriBUYS and "Spend Authorized" status in MissouriBUYS powered by MOVERS to be contract-eligible. All pricing must be firm and fixed; vendors must include shipping, freight, preparation, and delivery charges on an FOB Destination, Freight Prepaid and Allowed basis, with no additional state liability for taxes, insurance, or overages. A Domestic Products Procurement Act (Buy American) preference applies — vendors certify manufacturing origin, with qualifying products those manufactured in the U.S., imported under qualifying trade agreements, or sole U.S. manufacturer offerings.

The contract period runs from the date of award through June 30, 2027. No guaranteed quantities are specified; purchases occur on an as-needed basis through price quote forms issued directly to awarded contractors by state agencies. Historical usage across prior fiscal years ranged from approximately $79,000 to $8.3 million per contract. The state reserves the right to issue multiple contracts with different vendors and will not treat any awarded contract as exclusive. Contractors pay a non-negotiable 1% administrative fee quarterly on all payments received and must submit quarterly usage reports to the Division of Purchasing by the 15th calendar day following each reporting quarter. The state may terminate for convenience with thirty days' notice or for breach of performance obligations.

Existing contracts from previous solicitations (STATE PURCHASE-FY25-0182-SL, STATE 0000000035SL, STATE 0000000148SL, STATE 0000000314SL, and STATE 0000000427SL) remain active. When federal funds are involved, contractors must comply with federal debarment and suspension requirements, OMB Uniform Administrative Requirements (2 CFR Part 200), the Byrd Anti-Lobbying Amendment, Drug Free Workplace Act of 1988, nondiscrimination statutes, and clean-air and water-pollution requirements.
