About this opportunity
The Texas Facilities Commission (TFC) is seeking qualifications from professional engineering firms to provide full building commissioning services for a statewide mechanical, electrical, and plumbing (MEP) deferred maintenance project across multiple state-owned buildings. The selected contractor, known as the Commissioning Agent (CxA), will be responsible for developing a commissioning plan, issuing commissioning specifications, maintaining an issues log, conducting site inspections, overseeing functional testing, reviewing operations and maintenance documentation, and providing a final commissioning report. The anticipated contract term is 1,095 calendar days. Respondents must attend a mandatory pre-submittal teleconference and submit qualifications, including company information, relevant experience, proposed methodology, quality assurance/quality control, and a HUB Subcontracting Plan, by November 5, 2024. TFC will evaluate the submittals and may conduct interviews before making an award, which is anticipated by January 16, 2025.
The project is subject to the Texas Facilities Commission's Historically Underutilized Business (HUB) Subcontracting Plan requirements, which mandate either 100% HUB participation, meeting the HUB subcontracting goal, demonstrating a good faith effort solicitation, or self-performing the work. The approximate construction cost for the project is estimated at $50 million, and there is no incumbent vendor or current contractor listed. TFC reserves the right to cancel the solicitation or make an award based on the most qualified respondent.
