About this file

This document is an addendum to a Request for Qualifications (RFQ) issued by the Texas Facilities Commission (TFC) for Professional Engineering Services for MEP Commissioning for a 22-23 Deferred Maintenance project in statewide buildings. The addendum clarifies details such as the revised project title, pre-submittal conference registration, HUB subcontracting requirements, and the scope of the commissioning services. The RFQ requires respondents to submit their qualifications, including company information, relevant experience, proposed methodology, quality assurance/quality control, and a HUB Subcontracting Plan, by the due date of November 5, 2024. TFC will evaluate the submissions and may conduct interviews before making an award, which is anticipated by January 16, 2025. The contract term is 1,095 calendar days.

The project has an estimated construction cost of $50 million and is subject to TFC's HUB Subcontracting Plan requirements, which mandate either 100% HUB participation, meeting the goal, demonstrating a good faith effort solicitation, or self-performing the work. There is no incumbent vendor or current contractor listed for this project.

ADDENDUM #1

DATE: 9/14/2024

REQ #: 0002956

TITLE: Professional Engineering Services for MEP Commissioning for 22-23 DM in Statewide Bldgs.

PROPOSAL DEADLINE: 11/05/2024 at 3:00 PM

Addendum item #1: Refer to the Cover Page of the solicitation document. The title of this solicitation is changed as follows:

FROM: Professional Engineering Services for Retro-Commissioning MEP Deferred Maintenance 22-23 Deferred Maintenance Project in Statewide Buildings

TO: Professional Engineering Services for MEP Commissioning for 22-23 Deferred Maintenance in Statewide Buildings

Addendum item #2:

The following questions from potential Respondents were submitted for clarification.

# QUESTION ANSWER

1.

I just tried to register for the pre-submission conference on Tuesday, Oct 22 at 10am and I got an "invalid meeting id" message. The Wednesday meeting link seemed to work fine, but I would rather register for the Tuesday meeting, if possible. Please advise.

2.

My firm is a HUB. For the services described, what is the best way for us to TEAM with other A/E Firms?

After the Pre-submittal conferences have taken place, an addendum will be issued which will have the attendee lists from the teleconferences. That list will identify which firms plan on bidding on this project as prime contractors. Contact those identified prime contractors and inquire about the possibility of partnering with them as a subcontractor.

3.

I am trying to get some clarity on if this RFQ is for true "retro-commissioning" or if it's for commissioning of renovations taking place.

It will be for commissioning.

4.

The RFQ includes HUB participation percentages. Can this work be self-performed where a firm has the capabilities and experience? Does TFC require HUB participation and that HUB firm(s) be included in the response?

The Respondent will need to determine what Good Faith Effort (GFE) method they will use to achieve HUB Compliance on their submitted HSP. Four GFE methods are

1. 100% HUB Utilization,

2. Meet the Goal

3. Good Faith Effort/Solicitation

4. Self-Performing.

If you feel your firm can self-perform then select that method and provide a self-performing justification that reflects that. TFC requires that a complaint HSP be submitted with your proposal submission and it is up to the Respondent to include that HUB Firm’s qualifications in their response.

5.

The RFQ is titled MEP Deferred Maintenance. Attachment F "Project Descriptions" table identifies additional disciplines related to F/LS, Building Envelope, Architectural, etc. Will you confirm this RFQ is specific to MEP Cx discipline and other identified disciplines are for background/ informational purposes on project scope and complexity?

The Cx for 22-23 DM is for the MEP scopes.

All other aspects of RFQ # 0002956 remain as is.
