About this opportunity

The State of Oregon, through the Department of Administrative Services (DAS) State Procurement Services, is seeking a comprehensive Construction Contractor Licensing and Enforcement Solution (CCLES) for the Oregon Construction Contractors Board (CCB). The procurement aims to replace outdated in-house systems from 1999 with a configurable, cloud-based Commercial Off-The-Shelf (COTS) Software-as-a-Service (SaaS) solution that will manage licensing, enforcement, and dispute resolution for approximately 42,000 licensed construction contractors. The solution must support online transactions, payments, document management, case workflow management, and compliance tracking, with mandatory capabilities including external account creation, multi-channel payment processing, case management workflows, and comprehensive reporting functionality. Proposers must demonstrate compliance with Oregon's Information Technology Control Standards, support Level 3 classified data protection, implement NIST SP 800-53 moderate security controls, and comply with the Oregon Consumer Privacy Act. The RFP was issued on January 12, 2026, with a voluntary pre-proposal conference scheduled for January 27, 2026, at 9:00 AM Pacific Time. Questions are due by February 10, 2026, at 10:00 AM, with answers provided around February 17, 2026. Final proposals are due March 2, 2026, at 10:00 AM, with the CCB seeking full implementation and operational status by June 30, 2027.

The procurement does not specify explicit set-aside designations or restrictions on responding organizations. The existing system is based on a HYDRA database, and the new solution will require comprehensive data conversion and migration from the legacy system. Vendors must provide a System Security Plan, demonstrate GovRAMP authorization or equivalent security certifications, and support Azure cloud hosting. The CCB has established a total budget of $4,000,000 for the initial contract term, which includes implementation and five years of operations and maintenance. Implementation costs are estimated between $900,000 and $1,400,000, with projected annual operations and maintenance costs ranging from $200,000 to $250,000 per year. The contract will be financed through the CCB's accumulated reserves, which are wholly other-funded. The procurement requires vendors to provide comprehensive implementation support, including system security planning, requirements traceability, testing, training delivery, and ongoing operations with documented Service Level Agreements. The single point of contact for this procurement is Warren Nickerson, State Procurement Analyst, who can be reached at 971-375-5148 or Warren.Nickerson@das.oregon.gov.
