About this file
This is a Disclosure Exemption Affidavit form for the State of Oregon Department of Administrative Services (DAS) in response to RFP S-DASOBO-00012779 for a Construction Contractor Licensing and Enforcement Solution (CCLES). The RFP seeks a configurable, cloud-based Commercial Off-The-Shelf (COTS) Software-as-a-Service (SaaS) solution to replace the Oregon Construction Contractors Board's (CCB) outdated in-house systems from 1999. The solution must manage licensing, enforcement, and dispute resolution for approximately 42,000 licensed construction contractors and support online transactions, payments, document management, case workflow management, and compliance tracking. The RFP was issued on January 12, 2026, with a voluntary pre-proposal conference scheduled for January 27, 2026. Questions are due by February 10, 2026, at 10:00 AM, with final proposals due March 2, 2026, at 10:00 AM. The CCB seeks full implementation and operational status by June 30, 2027, with the contract term covering five years of operations and maintenance following implementation.
The CCB has established a total budget of $4,000,000 for the initial contract term, with implementation costs estimated between $900,000 and $1,400,000 and projected annual operations and maintenance costs ranging from $200,000 to $250,000 per year. The contract will be financed through the CCB's accumulated reserves, which are wholly other-funded. Vendors must provide comprehensive implementation support, including system security planning, requirements traceability, testing, training delivery, and ongoing operations with documented Service Level Agreements. Proposers must demonstrate compliance with Oregon's Information Technology Control Standards, support Level 3 classified data protection, implement NIST SP 800-53 moderate security controls, and comply with the Oregon Consumer Privacy Act. The affidavit allows proposers to identify sections of their proposal as confidential under Oregon's Public Records Law and the Uniform Trade Secrets Act. The single point of contact is Warren Nickerson, State Procurement Analyst, at 971-375-5148 or Warren.Nickerson@das.oregon.gov.
