About this opportunity
The Florida Department of Corrections is requesting proposals for a statewide integrative corrections intelligence platform to detect and disrupt contraband cell phone activity and related criminal conduct within 143 state-operated correctional institutions, with sealed proposals due November 12, 2026 at 2:00 p.m. ET. The platform must integrate with the Department's cellular managed access system and provide actionable intelligence, alerts, visual dashboards, and analytic summaries for facility security operations and criminal investigations.
The procurement targets an independent, third-party provider with demonstrated experience in correctional intelligence and technology solutions. The contractor must design, implement, and support the platform across all 143 facilities statewide. All costs—technical support, installation, maintenance, software updates, training, documentation, and ongoing operational assistance—are the contractor's responsibility. The Department retains full ownership of all data provided to or generated by the platform.
Performance requirements include complete installation with system documentation and training materials, technical support response within four business hours with resolution updates within one business day, monthly summary reports and invoices due by the 10th of each month, and quarterly performance reports due by the 10th day of the month following each quarter. Financial consequences range from $100 to $500 per day for performance measure failures. The contractor must comply with FBI CJIS Security Policy, maintain qualified staff with appropriate background checks, and ensure minimal operational disruption to correctional activities.
The initial contract term is one year, subject to continued legislative appropriation, with authorization for up to three additional one-year renewals at the same prices, terms, and conditions, requiring renewal notice no later than 90 days before contract expiration. Written inquiries are due October 2, 2026 at 5:00 p.m. ET, with responses anticipated by October 30. An evaluation team meeting is scheduled for November 19, 2026, and the anticipated award posting is January/February 2027. Vendors must submit one signed original technical proposal, four hard copies, and five electronic copies in searchable PDF format, with the cost proposal sealed separately.
