Summary
This Addendum #001 to RFP-27-012 modifies the Florida Department of Corrections' solicitation for a Statewide Integrative Corrections Intelligence Platform, a system designed to detect, identify, and analyze contraband cell phone activity within state correctional institutions. The addendum revises the original timeline, definitions, implementation requirements, functional and compliance specifications, reporting requirements, performance measures, mandatory responsiveness criteria, and evaluation scoring. Key dates include the last day for written inquiries on October 2, 2026 at 5:00 p.m. ET; anticipated posting of written responses on October 30, 2026; sealed proposal due date of November 12, 2026 at 2:00 p.m. ET; evaluation team meeting on November 19, 2026; and anticipated award posting in January/February 2027. The contractor must have the capability to implement services at contract signature, with contract work beginning January 4, 2027, the Initial Statewide Contraband Intelligence Report due February 15, 2027, and legislative reporting due March 1, 2027. The initial contract term is one year, pending continued legislative appropriation, with authorization for up to three additional one-year renewal periods.
The cost proposal is structured in two deliverables: the Initial Statewide Contraband Intelligence Report (Deliverable 1) and ongoing Maintenance and Support with monthly and yearly costs (Deliverable 2), with a mandatory grand total cost cap of $1.5 million. Pricing must be firm and include all packaging, handling, shipping, and applicable fees. The evaluation uses a 1,000-point scoring system comprising three technical categories (Business/Corporate Experience and Qualifications worth up to 265 points, Project Staffing worth up to 50 points, and Technical Specifications/Service Delivery Approach worth up to 500 points) plus cost points (185 points awarded to the lowest bidder, with remaining proposals scored proportionally). The contractor must comply with FBI CJIS Security Policy, maintain all data in the United States, possess at least three years of relevant business experience within the last five years, demonstrate financial stability with a Dun & Bradstreet Financial Stress Class of 1-4, and ensure contractor staff complete background checks and Level II fingerprinting before facility access. Performance measures assess installation completion, technical support response times (four business hours), report submission deadlines, and quarterly compliance, with financial consequences ranging from $100 to $500 per day for non-compliance, not to exceed the total contract amount.

Response to Written Questions Statewide Integrative Corrections Intelligence Platform
FDC RFP-27-012
No. Question Answer
I was hoping to have some clarity on the differences between this and the FDC RFI- 26-042
The Florida Department of Corrections RFI-26-042 was issued solely for market research and information-gathering purposes. It allowed the Department to better understand available solutions and industry capabilities. There are no awards issued from an RFI.
RFP-27-012 is a formal solicitation specifically to procure a Statewide Integrative Corrections Intelligence Platform to combat Contraband cell phones. It includes defined requirements and will result in a competitive procurement and potential award.
2a
How many positions will be coming out of this RFP?
At this time, the RFP does not specify a set number of positions. Vendors must propose staffing levels they believe are appropriate to meet the requirements outlined in Section 2.0, Scope of Work of the RFP.
2b Is it only contract work? This RFP is for contracted services as described in
Section 2.0, Scope of Work. No employment opportunities are being solicited through this RFP.
2c
What type of skill sets? All required qualifications and skill sets are detailed within Section 2.0, Scope of Work, Section 2.5, Minimum Requirements, and 2.6 Contractor Staff Requirements, of the RFP. Vendors must refer to those sections when preparing their Proposal.
Do the consultants have to have direct experience within the correctional facility?
As outlined in Section 1.3, Statement of Purpose, the Department is seeking an independent, third-party provider with demonstrated experience in correctional intelligence and technology solutions.
Vendors should ensure their proposed personnel possess the qualifications and expertise necessary to design, implement, and support a statewide integrative corrections intelligence platform as described in Section 2.0, Scope of Work of the RFP.
It says the work is for six months do you think there will be extensions with the project?
The RFP does not state a six (6) month term. As outlined in Section 1.5, Contract Term and Renewal, of the RFP, the initial contract term is one (1) year, pending continued legislative appropriation. The Department may renew the Contract for up to three
(3) renewal years, or portions thereof, in accordance with Section 287.057(14), F.S. Any decision regarding renewal will be made at the Department’s discretion and communicated in writing, as described in the RFP.
RFP-27-012 Page 25 of 60
No. Question Answer
How much travel will be involved?
The RFP does not specify any required travel. As stated in Section 3.18, Travel Expenses, the Department will not be responsible for any travel expenses incurred by the Vendor. Any potential travel shall be incorporated into the Vendor’s Attachment II, Cost Proposal Sheet.
Will they receive their own equipment, or will they have to provide their own?
As per Section 3.5.1 Tab A, Executive Summary, of the RFP, “…the synopsis should contain sufficient detail addressing all elements of the required equipment and service delivery and should be prepared in such a manner that clearly indicates the Vendor’s understanding of the requirements of the RFP, and its intention to comply with those requirements...”
Which managed access system(s) and vendor, at how many current and planned sites? What is the data interface (API, file, latency), and which fields are available (device IDs, dialed digits, signal strength, direction-finding)? Does FDC hold carrier-termination certification (DCFO/CIS)?
The Department does not currently operate a production Managed Access System (MAS).
However, the Department is evaluating a proof-of-concept eMAS solution at a single institution. If operational during implementation of the awarded solution, relevant data from that system may be made available for analysis and integration, as appropriate.
Vendors shall propose a solution capable of collecting the data requested in Section 2.0, Scope of Work, without reliance on a MAS.
References to MAS integration are intended to support interoperability with future capabilities that may become available.
FDC has Designated Correctional Facility Official (DCFO) who are Contraband Interdiction System (CIS) certified.
What other detection sources are in scope (mobile scans, Wi- Fi, drones), and what are their vendors and formats?
The Department does not currently operate any contraband cellular detection systems. However, the awarded Contractor may have access to data from other security-related systems, including drone detection platforms, if available and relevant to the proposed solution. The Department currently utilizes drone detection capabilities, including AirSight/AirGuard technologies. Data formats, interfaces, and available data elements have not been defined as part of this RFP and may vary by system. Vendors shall propose a solution capable of ingesting and analyzing data from multiple sources and adapting to available interfaces and formats as needed.

No. Question Answer
Which "existing and planned" systems must we integrate:
ViaPath call records and audio (and does FDC have the right to share them), the offender records system, visitation, digital mail, and the current search-analytics program (integrate or replace)?
The Department's current environment includes data sources such as inmate telephone records, inmate communication platforms, visitor management systems, offender information systems, and other correctional intelligence data sources. Current systems may include ViaPath for inmate telephone services, J-Pay/Securus inmate communication services, DataWorks, entry management for visitor and staff management, and Classification Data Center (CDC)/Offender Based Information System (OBIS) offender data systems, correctPay, ALPRS, HRD. The Department does not currently operate a dedicated search analytics platform, although the Department may have access to partner systems that support investigative activities. Vendors shall propose a solution capable of integrating with relevant Department-approved data sources as necessary to support the requirements of the RFP.
Who are the "investigative partners"? What is shared (reports, case packets, raw data), and by what mechanism?
See Change No. 2 of this Addendum.
How many named and concurrent users, by role?
Which identity provider for single sign-on?
The Department has not specified the number of named or concurrent users by role in the RFP.
Vendors should propose a licensing and user-access model that supports the functional requirements of RFP-27-012, including investigative, administrative, and reporting roles, as described throughout Section…
