About this opportunity
The Georgia Department of Driver Services issued a statewide Request for Quote (eRFQ) for painting services at Customer Service Centers throughout Georgia, posted July 24, 2025, with a deadline for proposal submission by August 28, 2025. This procurement seeks one or multiple qualified offerors to provide comprehensive interior and exterior painting services across approximately 68 DDS facilities, though vendors are not required to bid on all locations and must clearly identify which facilities they will service. The scope of work includes interior walls, exterior walls, ceiling, window casings, metal door frames, railings, metal doors, major drywall repairs, and pressure washing services, with pricing to be submitted on a per-square-foot basis calculated from measured wall surface area rather than building floor square footage. Vendors must provide detailed cost breakdowns for each service line item, and upon contract award, selected vendors will conduct site visits to determine actual wall square footage at each facility, with final costs calculated by multiplying the awarded per-square-foot rate by verified wall measurements. Key requirements mandate that responding suppliers meet or exceed all specifications outlined in the attachments, including the Scope of Work, mandatory questions, and location/square footage documentation, and vendors must submit their responses and questions exclusively in writing to the Issuing Officer, Lisa Gunthorp at lisa.gunthorp@dds.ga.gov, with no verbal inquiries accepted. The State announced its intent to award on September 17, 2025, and suppliers retain the right to protest the award in accordance with Georgia Procurement Manual guidelines.
The procurement documents do not specify set-aside designations or restrictions on the types of organizations eligible to respond, nor do they reference disadvantaged enterprise requirements or preferences. No incumbent vendors or current contractors are identified in the available materials. The notice indicates that exterior painting services are excluded for facilities located in shopping centers, and landlord approval is required before improvements can be made at leased properties. The apparent successful offeror selected was Quintech Solutions Inc of Summerville, South Carolina, with a bid of $1.00 and 100 percent award percentage; however, the Notice of Intent to Award is not considered a binding commitment by the State. The specific contract duration, renewal options, and total award value are not detailed in the posted documents, though the procurement allows for multiple awards, meaning several vendors may be selected to service different facilities or geographic areas throughout the state.
