About this file
This is a Supplier Questions and Answers document issued by the Georgia Department of Driver Services (DDS) for RFX Number 47500-DDS0000124, a statewide painting contract opportunity for Customer Service Centers (CSCs). The RFX was initially posted to the internet on July 24, 2025, with the Q&A document issued on August 15, 2025. The project involves interior and exterior painting services across multiple DDS facilities throughout Georgia. While the RFX references 40 offices, the actual location list contains 68 facilities, though not all are DDS-owned; some are leased properties requiring landlord approval before improvements can be made. Vendors are not required to bid on all locations but must clearly indicate which facilities they are willing to service. The contract allows for multiple awards, meaning several vendors may be selected.
Pricing must be submitted on a per-square-foot basis calculated from wall surface area, not building floor square footage. Vendors should provide a cost breakdown for specific line items including interior walls, exterior walls, ceiling, window casings, metal door frames, railings, metal doors, major drywall repairs, and pressure washing services. Upon award, vendors will conduct site visits to determine actual wall square footage at each facility, and final costs will be calculated by multiplying the awarded per-square-foot rate by the measured wall area verified by DDS staff. The RFX excludes exterior painting for facilities located in shopping centers. Additional services such as drywall repair and pressure washing should be included in the per-square-foot pricing rather than billed separately. Vendors are expected to submit a detailed cost worksheet with their bid response.

1. 1.
Within section 5: Cost/Pricing of the eRFQ, Is the cost sheet labeled as "O-CSC_Locations___SQ_Footage.xlsx" as part of the attached bid package? If so, do we add our pricing on the second tab ("Lowest to Highest")?
Attachment O
No, the second page is the Centers in order by total square footage. Your bid pricing is not based on total square footage but rather a flat fee per square foot regardless of total. Vendors should load an additional page with a breakdown for interior, exterior pressure washing, trim. ALL bids based on per square foot.
2. 2.
Within the attached "O-CSC_Locations___SQ_Footage.xlsx" sheet on the second tab ("Lowest to Highest"), there are inputs already filled out with "zero" for some of the CSC buildings under the Monthly Rate column. Do we skip the cells where "zero" has already been inputted in the spreadsheet or override it with our pricing?
Attachment O
No, the second page is the Centers in order from total square footage.
3. 3.
Do we have to bid on every location, or just those that are feasible for us to commute to? If we don't we don't bid on every location, will we be disqualified? We can provide a spreadsheet with a breakdown for each location.
Vendors are not required to bid on all locations but should indicate within their response WHICH locations they are willing to travel to within the State. The event allows for multiple contract awarding.
4. 4.
We see that you've provided sq ft for each facility, are these numbers floor sq ft or the wall surface sq ft that is to be painted? We are stating it this way because this is not a floor installation, and those square footage measurements are very different.
Attachment O
DDS is requesting pricing PER SQUARE FOOT based on WALL square footage NOT building. Upon award and as scheduled, vendors will visit facility to determine WALL square footage and cost for each facility will be based on the awarded per square foot cost.
5.
Can drawings be provided for details on doors and windows at each facility?
Attachment O
No such drawings exist
6.
Will the additional line items to be bid (drywall, pressure washing and trim) be reflected as additional line items in the bid response portal?
Attachment E
· No, as indicated within the documentation, any additional information a vendor deems pertinent can/should be attached. It is recommended that each vendor attach a cost worksheet. Window Casings, Metal Door Frames, Railings - $Cost / sq ft

7.
States that there are 40 offices, but list has 68 locations
Can you confirm how many locations there are?
Attachment O
Not all facilities are owned by DDS, there are locations that are leased, these need prior approval from landlord for improvements and will be determined if and when they will be added to the schedule
8.
Based on the Scope or Work Document, should we exclude exteriors of facilities that are located in shopping centers? Example: Lithonia CSC 67.
Attachment E
YES
9.
Based on scope of work document, when washing sidewalks at these facilities do we include the removal of all chewing gum?
Attachment E
Removal of substances on any sidewalk should be included in square foot bid amount and not billed as a separate cost
10.
Based on the scope of work document, if there are areas where the current paint is peeling due to a water intrusion, do we just price correcting the paint failure and assume that someone else will address the water intrusion problem?
Attachment E
YES
11.
Section 4 of the eRFQ. To show our pricing, do we use and upload the spreadsheet document “O-CSC Locations SQ FOOTAGE to list our pricing next to each location by adding columns headers listed in “ Attachment E Overview” “Interior Painting” , “ Interior Trim” , “Exterior Painting” & “Major Repairs Drywall”?
Attachment O
· It is recommended that each vendor attach a cost worksheet. Window Casings, Metal Door Frames, Railings - $Cost / sq ft
· Metal Doors - $Cost / sq ft
· Exterior Walls - $Cost / sq ft
· Interior Walls - $Cost / sq ft
· Major Drywall Repair - $Cost/ sq ft
· Ceiling - $Cost / sq ft
