About this opportunity
The State of Missouri, Office of Administration, Division of Purchasing, is requesting proposals to establish a Statewide Concrete Qualified Vendors List for additional vendors supplying ready-mix and bagged concrete to state agencies across Missouri, with proposals due August 19, 2026 at 2:00 PM Central Time. A 10% preference applies to American-made products under the Buy American Act (section 34.353, RSMo), and vendors claiming domestic manufacture must complete a Domestic Products Procurement Act certification table.
Vendors may propose to serve one, some, or all Missouri counties. Ready-mix concrete must meet normal-weight specifications at 4000 PSI @ 28 days with Type I/II cement, 1-inch minus aggregate, and 5% air entrainment (±1%); bagged concrete must be Quikrete brand or equivalent, 60–80 pound bags. Delivery occurs weekdays Monday through Friday within one hour of requested call time or as scheduled. Pricing is not requested at the RFP stage; contractors will submit competitive quotes upon individual state agency request on an as-needed basis, with all pricing including shipping and freight charges FOB Destination, Freight Prepaid and Allowed.
The contract period runs from award through May 31, 2027, with Division of Purchasing holding the right to renew for two additional one-year periods. The state makes no guarantee regarding purchase volumes; historical expenditures under existing contracts (MC250325001 and MC250325002) totaled approximately $1.372 million and $7.072 million respectively in Fiscal Year 2026. Vendors must register in MissouriBUYS in "Approved" status and "Spend Authorized" status in MOVERS. Contractors pay a non-negotiable 1% administrative fee quarterly on all payments received and must submit quarterly administrative fee and usage reports. The contract supports Missouri's Cooperative Procurement Program, allowing other governmental entities to order from awarded vendors. Vendors must comply with all applicable federal regulations, including 2 CFR Part 200, and certifications regarding debarment, drug-free workplace, and nondiscrimination. Vendors on previous concrete contracts need not respond.
