About this opportunity
The State of Michigan Department of Technology, Management and Budget issued Request for Proposal (RFP) 1900000001266 on February 28, 2019, soliciting a single statewide contractor or multiple contractors to provide applicant fingerprinting services with comprehensive data interface capabilities. The procurement serves eight state agencies: the Michigan Department of Licensing and Regulatory Affairs (LARA), Michigan State Police (MSP), Michigan Department of Health and Human Services (MDHHS), Michigan Department of State (MDOS), Michigan Gaming Control Board (MGCB), Michigan Department of Corrections (MDOC), Michigan Department of Treasury (TREA), and Michigan Department of Education (MDE). The contractor must deliver applicant scheduling, electronic fingerprint and demographic data capture and submission, fee collection, electronic funds transfer and reconciliation, information reporting, and secure data interfaces to MSP's Automated Fingerprint Identification System (AFIS) and LARA's Unique ID# with the Michigan Workforce Background Check System. The contractor must provide Live Scan fingerprinting services at locations within 25 miles of any point in Michigan (50-mile radius acceptable for low-volume counties) with availability during daytime hours (8:00 a.m. to 5:00 p.m.), at least one evening per week (5:00 p.m. to 7:00 p.m.), and at least one weekend day per month, with a 24-hour response time for scheduling requests. Four mandatory minimum requirements must be met to avoid disqualification: capability to interface with MSP's AFIS, capability to interface with LARA's systems, compliance with FBI Electronic Biometric Transmission Specifications (EBTS) and Michigan State Police EBTS by May 1, 2020, and use of MSP-approved Live Scan equipment. Proposals were due April 9, 2019, at 3:00 p.m. Eastern, with bidder questions due March 15, 2019, and answers posted March 26, 2019. Technical evaluation criteria require proposals to score 80 points or higher to advance to price evaluation, assessing general requirements, interface specifications, staffing, and responses to vendor questions. The anticipated contract start date is June 1, 2020, with a five-year initial term (June 1, 2020 to May 31, 2025) and renewal options for up to five additional one-year periods at the State's discretion. The estimated annual fingerprinting volume is approximately 83,665 applicants across state and non-state paid employees.
The RFP contains no disclosed set-aside designations or restrictions limiting participation by specific organization types such as disadvantaged enterprises. Pricing must exclude MSP processing fees ($30.00 per applicant) and FBI processing fees ($13.25 for employment/licensing applicants, $11.25 for volunteer applicants), with bidders submitting only their company's fingerprint transaction fee calculated separately for state employees, non-state employees, and out-of-state applicants. The contractor must maintain comprehensive insurance coverage including $1,000,000 commercial general liability, $5,000,000 umbrella liability, $1,000,000 privacy and security liability (cyber liability), and workers' compensation insurance. Security and compliance requirements are extensive, including FedRAMP certification or annual SSAE 16 SOC 2 Type 2 audits for hosted services, FISMA and NIST SP 800-53 compliance, AES-256 encryption, and a 1% administrative fee on all State payments. The contractor assumes responsibility for all connectivity costs through a Data Gateway vendor, equipment procurement, maintenance, calibration, and software updates, while the State reimburses only State-approved transition costs upon contract termination with no payment during the implementation period. Performance-based liquidated damages apply for identity verification failures ($500 per incident), fingerprint rejection rates below the 98.5% quality standard (10% fee penalties), and system failures resulting in duplicate or delayed submissions. The RFP does not specify an incumbent vendor, current contract value, or budget range, though the estimated annual volume of 83,665 applicants provides a basis for bidders to calculate revenue projections.
