About this opportunity

The Missouri Office of Administration, Division of Purchasing, is establishing a Qualified Vendor List (QVL) for statewide advertising services on behalf of various state agencies, with proposals due October 7, 2026 at 2:00 PM Central Time.

The QVL spans seven service categories: Creative Services; Media Planning and Placement/Purchase; Media Production (video, audio, and print); Modern and Next Generation Digital and Interactive Media Marketing Services; Promotional/Collateral Material Distribution and Fulfillment Services; Public Relations, Image Building, and Publicity Services; and Research and Market Analysis Services. Vendors must demonstrate at least five years' experience in proposed service categories and operate as a modern, professional marketing or advertising organization. Preference programs for Organizations for the Blind and Sheltered Workshop Preference, Missouri Service-Disabled Veteran Business Enterprise, and Honorably Discharged Veteran Business Enterprise apply; vendors must explain how they will meet any commitments made in their proposals.

The contract runs from the contract date through one year, with the state reserving the right to conduct refresh procurements to revise categories or add vendors. This is a preferred-use arrangement with no usage guarantee; state agencies retain authority to obtain services elsewhere. Individual projects will be awarded through competitive Statement of Work (SOW) processes using firm, fixed pricing and a 200-point evaluation scale combining cost and technical criteria. Contractors must pay a non-negotiable 1% administrative fee to Missouri quarterly by the 15th of the month following each quarter end and participate in Missouri's Cooperative Procurement Program for other governmental entities. Historical expenditures under current contracts (fiscal years 2023–2027) totaled approximately $71.2 million. All state data must remain within the Continental United States, and contractors must comply with strict AI disclosure and governance requirements, including prohibition on using state data for AI training without written authorization. The state retains audit rights for three years post-contract termination and may terminate SOWs for convenience with ten calendar days' notice or for cause without penalty. Proposals must be submitted electronically through MissouriBUYS and include three past performance case studies and detailed team member information (up to four leadership team members, six working team members, and four expert advisors).
